Cebu Governor appeals to IATF to place Cebu Province under MGCQ

On Saturday, Cebu Governor Gwen Garcia announced in a meeting with the town and city mayors of Cebu Province that she has appealed to the Inter-Agency Task Force (IATF) to place the Province of Cebu under modified general community quarantine (MGCQ).

“Figures cannot lie.” As per latest data, only 1 of the 18 recorded deaths among the COVID-19 cases in Cebu Province died because of it. Majority of the deaths were caused by the patients’ pre-existing medical conditions. Only 0.3 to 1 million (population) death ratio has been recorded.

Gwen also cited Tuberculosis (TB) and Sexually Transmitted Diseases (STDs) are “deadlier”, that even the TB is airborne as compared to coronavirus that is transmitted through droplets (spray of droplets during coughing and sneezing).

Moreso, most confirmed COVID-19 individuals in Cebu City are asymptomatic and have shown NO symptoms (no coughing / sneezing) while on weeks of isolation.

“Whether we like it or not, COVID will always be there. It is not the only disease in the entire world.” The governor said we should learn to live with the virus and make sure to boost our immune system. Only those who show symptoms of the coronavirus disease will be subject for swab testing.

Under MGCQ:

  • All persons are allowed to go out.
  • Up to 50% capacity on churches, restaurants, etc.
  • Gyms, barbershops, movies, sports are now allowed.

Governor Gwen said that the Province of Cebu is more than ready to move forward under the ‘more relaxed’ modified GCQ on June 1, 2020.

The Land Transportation Franchising and Regulatory Board 7 (LTFRB-7) has issued special permits to 190 buses and mini buses allowing them to operate and serve the public transportation needs in Cebu Province.

There will be 93 buses going north, 92 buses going south, and 5 for midwest Cebu now that the province is under general community quarantine (GCQ).

Public transportation requirements in Cebu Province:

  • Provincial Public Utility Passes (PPUP) issued by the Cebu Provincial Government
  • Observe 50% reduction in seating capacity
  • Provision of a foot bath upon embarkation aside from
  • Other sanitation practices

Cebu North:

  • Temporary bus terminal: CityMall in Consolacion town
  • Routes: Consolacion to Tabuelan, Tuburan, Bogo City, Maya in Daanbantayan, Lambusan in San Remigio via Hagnaya, and on to Bantayan Island.

Cebu South:

  • Temporary bus terminal: Cebu South Coastal Road on the Lantaw Restaurant property
  • Routes: Talisay City to Samboan, Balamban, Pinamungajan, Asturias, Barili, Carcar, Dumanjug, and Sibonga.

Taxi cabs:

  • The Capitol also issued PPUPs to 55 taxicabs
  • Routes: Consolacion, Compostela, and Danao City.

The country is slowly shifting from Modified Enhanced Community Quarantine (MECQ) to General Community Quarantine (GCQ), including Cebu City.

With the transition, the most common question is the transportation. Worry not because we have here a concise on the know how of the new normal to public transport.

Sanitary measures:

  • Implementation of no-contact measures such as cashless payments.

  • Disinfection of high-touch surfaces of vehicles
  • Establishment of disinfection facilities in various public transport terminals
  • Contact Tracing
  • Public Utility Buses (PUBs), Modern PUVs, and UV Express will now be allowed to operate along with transport modes during Phase 1 (with limited passenger capacity)
  • 1-meter social distance rule will be strictly enforced inside all PUVs and mass transport units.
  • Allowed are trains and bus augmentation, taxis, TNVS, shuttle services, Point-to-Point buses, and bicycles (with limited passenger capacity) / Tricycles (subject to the approval of concerned LGU)
  • Provincial buses are now allowed:
    • Temporary North Bus Terminal: CityMall in Consolacion town
    • Routes: Consolacion to Tabuelan, Tuburan, Bogo City, Maya in Daanbantayan, Lambusan in San Remigio via Hagnaya, and on to Bantayan Island.
    • Temporary South Bus Terminal: Cebu South Coastal Road on the Lantaw Restaurant property
    • Routes: Talisay City to Samboan, Balamban, Pinamungajan, Asturias, Barili, Carcar, Dumanjug, and Sibonga.

  • Automatic fare collection system (AFCS) – for cashless payment transactions, electronic toll collection, and GNSS/GPS.
  • Online transactions in licensing, registration, and other documentary requirements.
  • LTFRB’s Public Transport Online Processing System (PTOPS) – allows transactions to be made online, except the publication and hearing of cases—which will make LTFRB services faster and accessible for all its stakeholders. (will run in NCR starting June 1, 2020)

‘NEW NORMAL’ Institutional changes

  • Routes Rationalization – for more effective traffic management;
  • Industry Consolidation – to make it more efficient and financially tenable for stakeholders;
  • The use of shuttle services – to prevent students and employees from contracting the virus will also be encouraged;
  • Promotion of the use of non-motorized transport/use of bicycles- to maintain physical distancing, provide environmental and health benefits, and promote efficient road space use.

There are many kinds of face masks like cloth, surgical, N95, and now, a new one is being introduced, the Abaca face mask.

7XB face masks are made of abaca paper by Salay Handmade Products Industries, Incorporated (SHPII), an artisanal company from Misamis Oriental that produces and sells handmade paper products.

This new face mask have a filtration rate seven times better than cloth masks and has lower water absorption than the N95 mask, according to a test conducted by the Department of Science and Technology Region 10 (DOST-10).

 On April 27, the Department of Environment and Natural Resources Region 10 has ordered 1,000 abaca fiber masks to be given to the medical frontliners.

According to Kennedy Costales, executive director of the Philippine Fiber Industry Development Authority (PHILFIDA), the abaca’s porous fibers make it the ideal material for making medical fabric.

It is washable and can therefore be reused. It is also environmental friendly for if thrown its decomposition will be faster with no plastics or chemicals used in its fabrication.

Cebuano artist turns surgical masks into wonderful artworks

While we are all confined in our homes because of this pandemic, a lot has also found ways to spend their time.

Cebuano artist Kniel Nangit has made sure to turn this home quarantine to his advantage. Since masks are expected to be part of our new normal, he has decided to turn these surgical masks into works of art.

He has shown his creativity by painting whatever inspired him on the masks. This 36-year-old artist and musician from Barangay Cabancalan, Mandaue City is transforming his surgical masks to art pieces.

This is considered as his therapy amid this crisis. May we all find our ways to cope with this pandemic.

Ethno-epic musical ‘Lam-Ang’ to be streamed for free on May 30

Ethno-epic musical that reimagines and reinterprets Biag ni Lam-ang, LAM-ANG, will be streaming online on May 30.

The oldest among the folk epics of Luzon will be starred by JC. Santos. This epic is inspired by the published Ilocano version of Isabelo delos Reyes and tagalog translations of Angel Acaco and Ariel Tabag.

Lam-ang was staged last December 6-15, 2019 at the CCP Little Theater.

The whole island of Cebu placed under GCQ on June 1

UPDATE (May 30, 2020): This post has been updated based on IATF’s latest resolution.

It was previously reported the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-MEID) initially placed Cebu City on modified ECQ; however, Cebu City Mayor Labella appealed to this decision and insisted that Cebu City has low mortality rate, making it ready for GCQ. This request was then granted by the IATF.

This means, the whole island of Cebu — Cebu City, Lapu-Lapu City, Mandaue City, and Cebu Province — is now all under GCQ.

Pixar’s ‘Out’ to feature Disney’s first gay main character

A short film from Pixar Animation Studios, Out has been available for streaming on Disney+ since May 22, featuring Pixar’s first gay main character.

This animated film follows a gay’s journey to acceptance. This is in lieu to his preparation to move into a city with his boyfriend.

Greg is the film’s lead character and he has been keeping his secret from his parents. However, his dog has been helping him learn about not to be hiding anything.

May this animated film makes us realize the importance of being true to oneself. But more than that, may we this film makes us accept our fellow human beings, regardless of gender.
