Cebu GCQ Guidelines: Everything you should know

General community quarantine (GCQ) is still quite new for many Cebuanos; especially for those who reside in Cebu City and Mandaue City. The Province of Cebu and Lapu-Lapu City have been under GCQ since May 15, 2020.

To at least give clarity and straightforward information and guidelines, we have rounded up the details on what you should know about GCQ.

For more detailed guidelines, you may refer to the attached Executive Orders at the end of the article.

ALLOWEDNOT ALLOWED
– Individuals not below 21 y/o and not above 60 y/o (Curfew: 10PM-5AM)
– Malls (non-leisure only)
– Buying and selling of alcoholic beverages
– Public transpo: Buses, jeepneys, v-hires, taxis, Grab at 50% capacity and strict physical distancing
– Private transpo: All private vehicles are allowed but must follow Number Coding Scheme
– More business sectors; returning employees may present company ID or COE
– Barbershops & Salons starting June 7 (basic cutting services only)
– Non-contact outdoor activities: Jogging, Biking, Golf, Swimming, Skateboarding
– Individuals under 21 y/o and above 60 y/o; individuals with health conditions and pregnant women
– Movement or travel for leisure purposes
– Mass gathering (Parties, Convention, Mass)
– Gyms, Sports Facilities, Cinemas, Karaoke
– Travel and tourist spots
– Personal care (massage, facial, sauna)
– Internet cafes, Libraries, Amusement centers 

✔ Quarantine Pass is still required for non-workers; employees may present Company ID or Certificate of Employment (COE)

✔ Mandatory wearing of face masks

✔ Number coding scheme for vehicles

✔ Border control and checkpoints (Must present vehicle/quarantine pass or company ID/COE)

NOTE: Numbers above refer to the last number of the vehicle’s plate number.

Public Transportation

Buses, jeepneys (modern & public), v-hires, taxis, and Grab will now be allowed to operate at 50% capacity, strict physical distancing, and other health protocols mandated by the LTFRB.

Cebu North:

  • Temporary bus terminal: CityMall in Consolacion town
  • Routes: Consolacion to Tabuelan, Tuburan, Bogo City, Maya in Daanbantayan, Lambusan in San Remigio via Hagnaya, and on to Bantayan Island.

Cebu South:

  • Temporary bus terminal: Cebu South Coastal Road on the Lantaw Restaurant property
  • Routes: Talisay City to Samboan, Balamban, Pinamungajan, Asturias, Barili, Carcar, Dumanjug, and Sibonga.

This covers all the towns and cities in Cebu outside Cebu City, Mandaue City, and Lapu-Lapu City.

  2. Not stated in the LGU Memos that Sunday AM is for ODD vehicles and EVEN at PM, pls provide link on the official source of this (Sunday odd/even time)

    I have been searching for information about the number coding scheme during this GCQ. I am quite confused about the information noted above that NO vehicles and motorcycles are allowed on Sundays in Cebu City.

    But per Cebu City memorandum ” Section 21: Number coding scheme for vehicles. Motor vehicles including motorcycles whose plate numbers end in odd numbers shall be allowed to use public roads, street, and thoroughfares within the territorial jurisdiction of Cebu city on Mondays, Wednesdays, Fridays, and Sundays. Motor vehicles including motorcycles whose plate numbers end in even numbers shall be allowed to use public roads, street, and thoroughfares within the territorial jurisdiction of Cebu city on Tuesdays, Thursdays, Saturdays and Sundays.”

    Based on my understanding, it appears that ALL vehicles are allowed to go out on Sundays? Further information and feedback are highly appreciated. I need to clarify this information since I have an upcoming exam scheduled on Sunday and I have no reply from the testing center yet. I need to have this clarified so I can make the necessary adjustments.
