One million surgical masks and 2,000 raincoats were donated by businessmen Kim Wong and Enrique Razon, Jr.
These protective gears will be distributed to the villages and barangays in Cebu to bolster the campaign for the mandatory wearing of face masks in public to contain the coronavirus disease 2019 (Covid-19).
Michael Dino, head of the Office of the Presidential Assistant for the Visayas (OPAV), reached out to his friend Kim Wong, and the businessman responded with these very generous donations.
Cebu City councilors Raymund Alvin Garcia and Eduardo Rama Jr. will oversee and initiate the distribution of the surgical masks while the raincoats will be given to the Philippine National Police for their protection especially this rainy season.

OPAV has been providing personal protective equipment (PPE) and medical supplies to Cebu City government, other local government units (LGU) and hospitals in Cebu.
Initiated by Ramon Aboitiz Foundation Inc. (RAFI) in 2007, Gabii sa Kabilin has been one of the most attended and famed cultural events in Cebu. It aims to help preserve Cebu’s rich culture and heritage and encourage the public to visit museums.

Earlier today, the words ‘Gwen Garcia’ and ‘#NoToDoctorShaming’ trended on Twitter nationwide after Cebu Governor Gwen Garcia called out two doctors yesterday during her daily Facebook Live updates. This also became a hot topic and led to many opinions posted by the netizens on social media.
On Wednesday afternoon, the Cebu Capitol has issued an official statement in response to the issue against Gov. Garcia’s advocacy for steam inhalation and her act of calling out two doctors for cursing her and threatening to slap her.
Below is the official statement:

“1. Gov. Gwendolyn Garcia has high respect for medical frontliners. She works side by side with DOH Regional Director Dr. Jaime Bernadas and Dr. Christina Giango of the Integrated Provincial Health Office (IPHO) in dealing with the pandemic. She has nothing against those who do not believe in steam inhalation or “Tu-ob.” She has read online posts against it, and received a letter from a certain Dr. Omid Etemadi calling on public officials not to advocate the use of Tu-ob. Yet all these did not evoke a strong response from the governor.
However, the actions of Dr. Candy Krista Abrera Pilapil and Dr. Lani Rae Seeto have crossed the line. They not only mocked steam inhalation and those who practice it, they also wished ill of Capitol employees, and even threatened to slap the governor. With that, they went beyond their Hippocratic Oath to care and protect.
It was Dr. Pilapil who shamed the Tu-ob advocacy and those who practice it: “Kung makada’g memorandum, murag doctor naka prescribe… Mahurot jud nang mga empleyado sa inyong workstations.” Dr. Seeto went as far as making threatening remarks for the governor, “Puede sagpaon nako siya kausa lang” and “Basin ganahan mo daoban ta mo para deretso cremate” just because she does not agree to the governor’s memo encouraging this alternative health regimen.
Gov. Garcia’s action was in response to the unethical behaviors coming from two doctors, who violated their Hippocratic Oath that set proper conduct and ethical standards.
As the governor said, “I have very high respect for frontliners, but I am very disappointed at these two.”
The governor has been consistent in her message that it is the people’s choice on whether to practice steam inhalation or not. The medical experts have announced that there is no cure yet nor a vaccine against Covid, and it is her duty to tell the millions of Cebuanos in the province that there is an alternative that could help boost their immune system, along with other home remedies.
Her advocacy is supported by people who claim to have benefitted from it, including no less than the secretary of the Department of Interior and Local Government, Eduardo Año.
So, to all those who do not believe in Tu-ob, it’s okay. To each his own. It is your choice. But do not mock, threaten to slap or wish to burn others who do.
2. The governor is not focusing merely on Tu-ob as preventive measure, nor is she claiming it to be a cure for Covid-19. She is also not teaching people to be complacent about the virus. Tu-ob is only one of the many health regimen encouraged to be used to boost the immune system, along with turmeric, lemon, exercise, and taking of vitamin C, zinc and other supplements which is contained in her Executive Order No. 17.
In fact, in the same order from the governor, she mandates minimum public health standards such as wearing of face masks in public places, hand washing or sanitizing, placing of disinfecting foot baths in workplaces, temperature checks and safe physical distancing.
As anti-Covid regulation, she has ordered the imposition of curfew from 10 p.m. to 5 a.m., and ordered those below 21 years old and “persons with immunodeficiencies” from going out. Still as anti-Covid measure, persons from other provinces are not allowed into Cebu, recreation establishments remain closed, and she ordered the non use of air con units in establishments. Revocation of the business permit by the local government unit even awaits establishments who fail to follow public health safety requirements.
Tu-ob is only one of the many health regimens being encouraged to boost immune system against Covid-19. In her EO, she mentioned drinking of eight to 12 glasses of water a day, warm turmeric-salabat tea twice a day, freshly squeezed calamansi juice twice a day, sleeping eight hours a day, maintaining a balanced diet, staying under the sun for at least 30 minutes between 6 a.m. to 9 a.m. and 3 pm. to 6 p.m. and regular taking of vitamin C, B and Zinc.
The governor has even ordered the strict physical distancing in private vehicles and limits their capacity to four for sedan and pickup and five for sports and Asian utility vehicles and vans. For churches, her order is to limit people per pew, the installation of sanitizers and the routine disinfection of church premises.
3. The governor’s advocacy for alternative and traditional medicine is not illegal, nor contrary to science.
In 1992, then Department of Health Secretary Juan Flavier launched the alternative medicine program. In 1997, former President Fidel V. Ramos signed into law Republic Act 8423, also known as the Traditional and Alternative Medicine Act of 1997, an Act creating the Philippine Institute of Traditional and Alternative Health Care (PITAHC) to accelerate the development of traditional and alternative health-care in the Philippines.
The PITAHC is a government body that pushes for traditional ways of healing for poor people who have no access to western medicines.
The bottomline is, Gov. Gwen Garcia, in putting Tu-ob to light, is only giving Cebuanos an affordable, alternative health care option for those who would want to try it. This is especially since there is no known cure or vaccine for Covid-19 yet, and there are many testimonials from those who felt better because of it.”

Contrary to what most, if not all, have believed to only be a myth, Department of Interior and Local Government (DILG) Secretary Eduardo Año believes that “Tuob” could give one relief after a steam inhalation therapy.
Secretary Año was COVID Patient No. 2104. According to him, during the IATF meeting with the local leaders of Cebu, he subscribed to the traditional practice in preventive medicine.
Since he grew up with this traditional practice, he believes in this old method.
“Nilalagyan ko ng asin yung mainit na tubig, then inhale the water vapor,” he said.
Because he was asymptomatic, he was more into boosting his immune system. This way, he could resist the ill effects of the coronavirus.
“Kami ni Sec. Lili (Leonor Briones of the Department of Education), nag-steam inhalation kami,” he said.
On Tuesday, June 23, Governor Gwen Garcia discussed Año’s testimony during her press conference. However, she also clarified to critics that she is in no way promoting ‘’Tuob” to be a medicine to cure Covid, rather, a measure to prevent the virus.
Governor Garcia stressed the unavailability of the vaccine or medicine to treat covid-19, hence, she said that the people must “give their body a fighting chance through health regimens that boost the immune system.”
Stipulated in the Section 9 of Executive Order 17 are the health regimens, such as:

BY JEEPNEY: For commuters, you have two options:
From Colon Street, ride a jeepney with routes 09C/F, or 10F/H and drop off at Jollibee Bulacao or Pardo Church (P8 fare). From there, take another jeepney with route 44 to reach to Naga Plaza (P15 fare). There are also some 44 jeepneys from/near CIT University in N. Bacalso.
From South Bus Terminal, ride a bus bound for Bato-Oslob or Carcar. Tell the conductor that you will be hopping off at the Naga Church, which is right along the National Highway.
Ride a motorcycle (habal-habal) from the intersection of Balirong to Sitio Panas. From there, you can ask locals if you are not familiar with the place.
BY CAR: If you’re bring your own car, just navigate via Waze or Google Maps and search for “Balirong, Naga”. Naga City is in between Minglanilla (from Cebu City) and San Fernando (from Southern Cebu). From there, you can ask locals if you are not familiar with the place.
Workers were only given 48 hours to go home to their respective towns. This is part of the reinstatement of the strict border controls between Cebu City and Cebu Province.
According to Governor Gwendolyn Garcia, reinstating a much stricter border control would help in Cebu’s campaign to combat the coronavirus pandemic.
As the cases of COVID-19 in Cebu continue to rise, the implementation of the entry restrictions between borders will be re-implemented on Friday, June 26.
All residents of the Cebu Province who are currently in Cebu City, and vice-versa, are given 48hours to go back to their respective hometowns.
“This is serving notice to all mayors that we will go back to the restrictions on the entry of people coming in from Cebu City to the Province. We will go back to EO (Executive Order) 17 Section 8 which requires additional restrictions to our borders,” the governor announced on Tuesday, June 23.
Border control
Under EO 17, Sec. 8, stricter border controls will be implemented in the four borders of the Province:
Talisay City in the South
Mandaue City and Consolacion in the North
Balamban town in the West
Bulacao-Talisay City border will be closed on Friday, June 26 at 12:01 a.m. The Cebu South Coastal Road (CSCR) in Talisay City will be the single access going in and out of Cebu City.
Border controls with 24/7 checkpoints will also be set up on the access road.
“We will give you the next 48 hours, after that you have to choose, ari raka Cebu City or you have to go back to your LGUs. Di na pwede COE (Certificate of Employment) or ID (identification card),”
The re-implementation of stricter border controls, the governor said, is only meant to protect the Province.
“Like it or not, pagsugod nato pag-ease up, nag-increase pud ang cases. It is not alarming but we have to admit na nag-increase,” Garcia said.
During Gov. Garcia’s meeting with the Inter-Agency Task Force for the Management on the Emerging Infectious Disease (IATF-MEID) officials and other Cebu local officials, Garcia offered to reinstitute the EO.
“Pagsugod gyud they (IATF) were admiring nga strikto mi so ibalik ni nato. So effective Friday, we will have to revert to strict border controls,” Garcia said.
However, she explained that the areas with the same quarantine status, given that these people were allowed to travel, can still cross the borders. But, they would need to secure the Provincial Pass from the Capitol, again.
For instance, a worker who is in Mandaue City can go home to Santander because these areas are both on General Community Quarantine zones.
On the other hand, Department of the Interior and Local Government (DILG) Secretary Eduardo Año instructed that the movement of LSI coming from or going to Cebu City which is under Enhanced Community Quarantine, will not be allowed temporarily.
DILG 7 Director Leocadio Trovela signed the advisory on June 19, 2020.

Sa among meeting akong gi point out nga in fact ang sitwasyon sa province lahi sa Cebu City kay kung positive cases atong istoryahan compared to the total population mubo gyud kaayo ang sa Province,” Garcia said.

On Tuesday evening, Police Brigadier General Albert Ignatius Ferro, director Police Regional Office in Central Visayas (PRO-7) said that all quarantine passes issued and distributed by the Cebu City Government are now suspended effective immediately.
This was then later on confirmed by Cebu City Mayor Edgar Labella that the Department of the Interior and Local Government (DILG) issued this order after the Inter-Agency Task Force (IATF) found out that many people were still out in the streets despite the ECQ status of Cebu City.

The rise COVID-19 cases in entire island of Cebu is alarming. Recently, Cebu Province joined the top 5 provinces or cities in the Philippines with the most number of COVID-19 cases with Cebu City on the top spot. NGC 6302: “The Butterfly Nebula”
NGC 6302 is dubbed the Butterfly Nebula because of its wing-like appearance. At first it appears chaotic, but if you stare for a while, you can trace its patterns. The S-shape present in the Butterfly Nebula, are gas blown out at high speed by a star.
NGC 7027: “The ‘Jewel Bug’ Nebula”
NGC 7027 resembles a jewel bug, an insect with a brilliantly colorful metallic shell. It has been slowly puffing away its mass in quiet, spherically symmetric or perhaps spiral patterns for centuries — until relatively recently.
