Localized lockdown in 6 Cebu City areas

On Saturday, Cebu City Mayor Edgar Labella officially announced on his Facebook Page that the City Government will be implementing localized lockdowns in six areas of five barangays in Cebu City.

These areas include:

  • Sitio Eyha in Barangay Guadalupe
  • Balaga Drive to Sitio Cekalco in Barangay Labangon
  • Tuada Compound in Barangay Tisa
  • Sitio San Isidro and Abellanosa Compound in Barangay Quiot
  • C. Mina Extension in Barangay Mabolo

“We arrived at this decision after a meeting earlier this morning with the Cebu City IATF and police station commanders. All individuals within the areas under strict lockdown are prohibited from leaving their residences. The City Government will distribute food packs and other necessities to all families affected.”

Effective immediately, the areas as identified are placed under strict lockdown for a period of 3-14 days. Contact tracing and swabbing will also be conducted on all identified first-level contacts and probable and suspect individuals.

The Cebu City Health Department (CCHD) will also conduct the health monitoring of all individuals in the said areas. All individuals found COVID-19 positive will be transferred to an appropriate quarantine or medical facility.

The Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), as well as the barangay officials and other force multipliers, are directed to implement the full extent of the lockdown.

LIST: 14 Jeepney routes allowed to resume in Cebu Province

With a low restriction under modified general community quarantine (MGCQ), the Province of Cebu has gradually opened many sectors, including tourism and public transportation.

On July 22, the Department of Transportation (DoTr), through the Land Transportation Franchising and Regulatory Board (LTFRB) 7, has approved the appeal of transport operators through the Cebu Provincial Government to allow PUJs resume plying their routes.

Below are the approved jeepney routes:

  1. Mandaue-Liloan
  2. Lutopan to Poblacion Toledo
  3. Talisay-Naga
  4. Talisay-Minglanilla
  5. Talisay-San Fernando
  6. Lapu-Lapu City to Mandaue City
  7. Punta Engaño to Mandaue via Lapu-Lapu City
  8. Marigondon to Mandaue via Lapu-Lapu City
  9. Danao City-Mandaue City
  10. Danao City-Sogod
  11. Consolacion-Danao City
  12. Consolacion-Mandaue
  13. Compostela-Mandaue
  14. Cordova-Mandaue

The LTFRB-7 and Land Transportation Office 7 will issue a special permit to the approved jeepney units which are expected to comply with mandatory health protocols such as “the putting up of barriers and markers in imposing strict physical distancing, availability of hand sanitizing station, identification of passengers for contact tracing purposes, among others.”

The jeepneys are expected to resume plying the roads in Cebu Province starting next week.

Tourism activities resume in Cebu Province

The tourism sector is one of the key economic drivers in Cebu Province. Since coronavirus disease outbreak started in March, tourism is one of the sectors that have been greatly affected, most especially traveling has been banned in almost all countries worldwide.

Many Cebuanos rely on tourism for livelihood. That’s why Cebu Governor Gwen Garcia deemed it necessary to slowly resume tourism activities while making sure health and safety protocols are in place.

With this, Governor Gwen has officially signed the Executive Order No. 20-A that highlights the resumption of tourism activities in Cebu Province. This also includes the sets of guidelines and protocols to be strictly observed, under Modified General Community Quarantine (MGCQ).

Activities now allowed:

  • Canyoneering
  • Island hopping
  • Snorkeling
  • Diving
  • Beach activities
  • Whaleshark watching and snorkeling
  • Sightseeing
  • Zipline adventure
  • ATV riding
  • Parasailing
  • Hiking, Trekking and Mountaineering
  • Spelunking (Caving)
  • Visiting Cultural Sites and Museums

Each activity has a corresponding set of guidelines indicated in the Executive Order.

No walk-ins are allowed in the resumption of tourism-related activities in the Province of Cebu. An online booking portal is currently underway which will use money transfers as payment platform.

The activities are open to residents of the Province of Cebu for the meantime.

Dine-ins:

  • Open-air and well-ventilated dining is encouraged.
  • Dine-in is limited to 75% of the establishment’s full carrying capacity.
  • Buffet service shall be allowed when food servers are present in the buffet area, all food trays are with food covers

Curfew:

  • Curfew within the Province of Cebu: 12 Midnight to 5 AM the following day
  • Restaurants shall be allowed to open until 11 PM

Beach activities guidelines under MGCQ:

  1. Only 50% of the maximum carrying capacity of the beach front area shall be occupied.
  2. Food and drinks are not allowed on the beach.
  3. Physical distancing must be followed at the premises and during swimming.
  4. There shall be a regular sterilization of all rented beach gear and equipment using Ultraviolet Germicidal Light. Instructions on the proper handling and use of sterilizing must be strictly observed.

MyBus resumes free rides from/to Fuente Osmeña

Now that Cebu City has shifted to a slightly lighter restriction under modified enhanced community quarantine (MECQ) since July 15, a couple of restrictions in the city have been lifted. MyBus has also been given the green signal to resume two (2) of its routes in Cebu City starting today, July 23.

On its Facebook Page, MyBus announced that the FREE RIDES have now resumed operations, implementing a 50% capacity per bus trip and sanitation protocols in compliance with the IATF and LTFRB regulations.

Below are the two (2) routes available:

1. BDO Fuente – SM Seaside (and v.v.)

  • 8:20AM to 6:00PM
  • 40-minute interval
  • FREE ride

2. BDO Fuente – SM Seaside (and v.v.)

  • 10:00AM to 7:20PM
  • 40-minute interval
  • FREE ride

LOOK: Comet Neowise seen in Cebu skies

On Thursday night, the rare comet NEOWISE illuminated the night sky of Cebu as captured by photographer Johann Kirby Datoy, a resident in Cebu City.

The comet NEOWISE made a lot of buzz online and worldwide because it’s so rare, its orbital period is approximately 6,800 years. It appeared in our skies after 6,800 years. The comet was discovered last March 27, 2020 through NASA’s Wide-field Infrared Survey Explorer Mission (WISE) telescope.

According to PAG-ASA, Comet NEOWISE was expected to appear earlier tonight, about an hour after sunset, with clear skies and mild pollution.

The comet started approaching the earth last July 3, 2020, and it will slowly orbit away and disappear from our sight by mid-August.

Cebu City hospital offers FREE COVID-19 Drive-Thru, Walk-Thru Testing

On July 24, Vicente Sotto Memorial Medical Center (VSMMC) in Cebu City has formally opened its Drive-Thru & Walk-Thru swabbing test center for SARS CoV2 (COVID-19).

This is a program of their Subnational Laboratory (SNL) in line with the expanded testing guidelines per DOH Memorandum 2020-0258-A.

There are many worries in this world but thankfully this swabbing is not one of them since the testing is FREE and furthermore, it is open to the public.

Process Flow

  1. Access VSMMC FB page and click the link provided.
  2. Fill up Case Investigation Form and choose a schedule online.
  3. On the testing day, Print/Save QR code and bring Valid ID
  4. Present QR code, Valid ID and register at tent A
  5. Your temperature will be taken and you will be given a bar code sticker
  6. For Swabbing:
  7. Walk-thru subjects to tent C
  8. Drive-thru subjects drives to tent D or E
  9. Scanning of bar code and verification of subject identification
  10. Nasopharyngeal swab (NPS) / Oropharyngeal swab (OPS)

Forever 21 in Cebu City reopens with huge price drops

Good news for those who missed shopping and wanted to score good deals!

In case you missed it, Mayor Edgar Labella has allowed shopping malls in Cebu City to reopen under modified enhanced community quarantine (MECQ) given that health and safety protocols mandated by the IATF are in place in every store mall-wide.

SM City Cebu (Official) announced on its Facebook Page that Forever 21 has reopened today, July 23, and is currently offering exciting promos and huge discounts on select items.

  • Quarantine pass is required to enter the mall.

Entire Cebu logs 220 new cases, 22 deaths on July 22

On late Wednesday night, the Department of Health Central Visayas (DOH-7) has released its official, consolidated data of the COVID-19 cases in the region as of July 21, 2020.

Today, the whole island of Cebu — Cebu City, Lapu-Lapu City, Mandaue City, and the Cebu Province — recorded 220 new confirmed COVID-19 cases, 183 new recoveries, and 22 new deaths. This brings Cebu’s total confirmed cases to 14,274 while the active cases are at 7,007.

Breakdown of cases:

– Total confirmed: 8,377 (+76 today)
– Total recoveries: 4,675 (+92 today)
– Total deaths: 435 (+20 today)
– Active cases: 3,267

📍 Mandaue City
– Total confirmed: 1,580 (+25 today)

Summary of Mayor Labella’s first State of the City Address on July 22

Cebu City Mayor Edgardo Labella enumerated the accomplishments of his administration that covered education, infrastructure, business growth, public services, and an ongoing battle against a rampaging pandemic.

During his first State of the City Address (SOCA) since assuming office, aired via Facebook live on July 22, 2019, Labella narrated the progress of his administration’s 10-point agenda as well as strategic programs aimed at reviving the economy and addressing critical concerns.

He discussed updates on education, flood control, the business landscape, traffic solution, garbage collection, Cebu City Medical Center construction, completion of the Carbon Market Phase 2 project, creation of the Cebu City Innovation Hub, and the City Government’s COVID-19 response.

Education

Since last year and before the pandemic, four 16-room school buildings have broken ground in barangays Mambaling, Lorega, San Jose and Sapangdaku.

Labella assured that construction of more school buildings were underway in barangays Kinasang-an, Busay, and Buhisan.

Flood control

Even as efforts are currently concentrated on the current crisis, the City Government is actively pursuing flood control projects, addressing in particular right of way issues.

Business landscape

Labella’s administration has also made strides in improving the business climate in Cebu City by implementing a one-day processing of business permits and passing an ordinance that extends the validity of business permits to two years.

“The OBO Information System Version 2 made processing of building permits faster. Permits can now be issued in 3-4 days. Despite the challenges we face, the City, under our administration, has established a good relationship with the business sector through the Cebu Chamber of Commerce and Industry,” the city mayor said, citing the creation of the Cebu Investment Development Concierge Center.

Traffic and garbage

The City is eyeing a digital and intelligent traffic program to upgrade its existing 30-year-old system.

It has also purchased equipment for the collection and disposal of garbage in the city to meet the increasing demand.

CCMC

Labella also announced the awarding of the P100-million contract that will complete the first three floors of the new CCMC building.

“The preparation of the detailed work plan and POWE for the P500 million approved budget intended to complete the 7th, 8th, 9th and 10th floors at a structural level is also underway. Once done, this will go to the procurement process,” the mayor said. He added that the completion of more floors will mean more patients served.

Carbon Market modernization

Labella also disclosed the unsolicited proposal of Megawide Construction Corp. to modernize the Carbon Public Market. “The Joint Venture Selection Committee is now in the final stages of negotiations with the proponent. I ask the council to support this important initiative.”

COVID-19 response

On the City’s ongoing battle against COVID-19, Labella stressed that resources have been immediately mobilized in a “comprehensive and robust response” to the health crisis.

“As early as January, I ordered the activation of the Emergency Operations Center at the Mayor’s Office to closely monitor the virus. But even with all these efforts, COVID-19 still found its way into our community,” he said.

He thanked the City Council led by Vice Mayor Mike Rama for the support and approval of the budget for COVID-19 measures.

These include the purchase of three PCR machines as early as March 2020 that were turned over to the Vicente Sotto Memorial Medical Center for the processing of swab samples; purchase of an initial 20,000 rapid test kits to support a mass testing campaign; purchase of two negative pressure ambulances dedicated to COVID cases; purchase of 500,000 surgical face masks and packed meals distributed to frontliners; and the two tranches of financial assistance ranging from P2 to P4 million for each of the 80 barangays.

The City has also put up five cluster clinics for North, East, West, South and Central areas to attend to residents with symptoms who need to undergo swab testing for appropriate referral to isolation or quarantine facilities.

As of July 20, at least 50 schools in the city have been transformed into Barangay Isolation Centers, with a total bed capacity of 3,052.

The City Government has also built the Cebu City Quarantine Center to isolate COVID-positive patients with mild to moderate symptoms.

“It is the biggest facility of its kind in the country with state of the art equipment and features. It has negative pressure ventilation, hepa filters, and state of the art monitoring through CCTV. It is manned by specialist doctors and provisioned with ventilators,” Labella said.

The CCQC has a 160-204 bed capacity. As of July 21, the CCQC has been able to serve 224 patients. Of this, 180 have already recovered and returned to their respective communities.

Last June 29, the City also opened Project NOAH in South Road Properties, a level 1 facility that can accommodate more than 300 COVID-19 patients.

The City’s COVID response has also been boosted with 95 contact tracing teams with uniformed personnel from PNP and BFP and nurses from the City Health Department. They are tasked to identify possible COVID-19 cases in the city’s barangays. The City also have 26 individuals who are tasked to get swab samples of those identified to have been exposed to the virus.

On relief operations, the City allocated P1 billion to distribute rice and food packs for 200,000 families and purchase 20,000 personal protective equipment for VSMMC frontliners.

Recovery

Moving forward, Labella said the City is now formulating strategic programs to turn the economy around and address critical concerns, with special focus on jobs and entrepreneurship; educational support; health, nutrition and sanitation.

As the City continues to exert efforts to manage the current crisis, the mayor expressed gratitude to the dedicated medical frontliners and urged everyone to cooperate by observing health and safety protocols.

“As Father of the City, I admit the burden weighs heavily on me. But, I am always reminded that even as we grieve we have to continue to soldier on. We fall down. We kneel. And then we get up. All of us holding each other up, supporting one another,”
