How to Register as a Voter in Cebu for 2022 Elections

Voters registration in the Philippines has officially started January this year and everyone is invited to exercise their right to suffrage come May 2022 national elections.

Here’s a general quick guide on how you can register as a voter in Cebu for the coming elections.

PRE-APPOINTMENT WORK

Like any other government application/registration processes, voter registration will also ask you to fill-out forms and submit photocopies of your valid IDs. To keep yourself away from unnecessary risk of contracting COVID-19 and to ensure smooth visit to your local Commission on Elections (Comelec) office, it’s best to prepare all of these at least a week before your appointment.

Step 1: Check Eligibility Requirements

You must be a:

  • Filipino citizen
  • At least 18 years old on or before Election Day (May 9, 2022)
  • A resident of the Philippines for at least one year and a resident of the place in which you intend to vote for at least 6 months

Step 2: Book an appointment.

Most local government units require registrants to secure an appointment first before heading to their registration offices.

Step 3: Fill-out and print necessary forms at home.

All applicants are encouraged to download the forms and manually fill them out before going to the registration offices. However, the signature and thumbprints must only be affixed before an Election Officer at the COMELEC Office. Use legal-size paper (8.5” x 13”) when printing out the application forms.

Step 4: Photocopy your valid ID.

Prepare a photocopy of at least one (1) of the following valid IDs:

  • Employee’s identification card (ID), with the signature of the employer or authorized representative
  • Postal ID
  • PWD Discount ID
  • Student’s ID or library card, signed by the school authority
  • Senior Citizen’s ID
  • Driver’s license
  • NBI clearance
  • Passport
  • SSS/GSIS ID
  • Integrated Bar of the Philippine (IBP) ID

    • Your application will be reviewed by an electoral officer. Any errors in the form will also be indicated. The officer will ask you to sign the form in front of him/her.
  • Logging application into the system
    • The application will be digitized and entered into the Election Registration Board’s (ERB) system.
  • Biometrics capturing
    • Have your photo taken and leave your digital signature and fingerprints.
  • Stub collection
    • After completing the whole process, a Comelec personnel will detach, date, and stamp your acknowledgment receipt.

FOR COMMUTERS: If you’re commuting, from the highway South Bus Terminal or Emall, take any jeepney or bus going to Minglanilla. Tell the driver or conductor first that disembark at Skina Pakigne or Pakigne Arbees Bakeshop. Jeepney/Bus Fare is P20-30.

From Arbees Bakeshop you will see a lot of motorcycles or “habal-habal”. Inform the driver that you’re going to Cuanos Minglanilla. Fare is P25 per person (one-way). Travel Time (habal-habal/motorcycle) is 10 to 15 minutes.

BY PRIVATE VEHICLE: Navigate with Waze or Google Maps and search for “CUANOS MINGLANILLA”. Estimated Travel Time: 45-1 hour depending on the traffic conditions.

Such is the case for Palalong Cliff in Barili, Cebu. This popular spot in the said town has been a witness to one of the province’s most horrific historical accounts. It is in Palalong Cliff where hundreds of locals and soldiers were killed by Japanese military during the World War II.

They were accused of being supportive of the Americans and thus, were stabbed to death with bayonets and pushed over the cliff to die. To honor and give respect to the victims of the war, a cross (9 feet in height) has been planted on the cliff and now serves as one of the town’s main attractions.

Putting this dark history aside, the 36-feet high Palalong Cliff offers a stunning panoramic view of the surrounding Tanon Strait and the province of Negros across the calm waters.

It is the perfect place for those who want to catch the sunset with the strong and cool breeze atop the cliff.  This also serves as a good location for some afternoon picnic with the family.

There are two (2) routes to get there:

1. RECOMMENDED: Transcentral Highway (via Busay/Balamban)

– Take a V-hire from the Ayala terminal going to Tuburan. Ask the driver to drop you off at Sangi, Santa Lucia, Asturias (an intersection). Fare is ₱130 /head (one-way). From there, ride a habal-habal (motorbike) to Buswang Lake in Sta. Rita – fare is ₱40 /head.

– If you are renting a private van or driving your own vehicle, take this route. You can then navigate using Waze or Google Maps, just search for “Buswang Lake”.

2. Via Toledo

– You can ride a bus from the South Bus Terminal going to Toledo/Tuburan. Fare is around ₱100/head. Travel time is approximately 3-4 hours from the terminal. This is only ideal if you come from Minglanilla/Naga/Toledo. Ask the driver to drop you off at the Asturias town (an intersection). From there, ride a habal-habal (motorbike) to Buswang Lake in Sta. Rita – fare is ₱40 /head.

Good news for Bantayan Island and the travelers! The Cebu Provincial Government, spearheaded by Cebu Governor Gwen Garcia, and Mactan Cebu International Airport (MCIA) have formally re-opened the newly-renovated Bantayan Island Airport.

“What seemed like a dream envisioned decades ago by then Governor Lito Osmeña has finally become a reality for the Bantayanons and the Cebuanos as the Province’s first island airport welcomed its first commercial flights today.”

The new airport boasts a 1.2-kilometer runway, which means it can accommodate commercial aircrafts.

The arrival and departure lounges have also been refurbished and air-conditioned for passengers of chartered flights.

The new Bantayan Island Airport welcomed four commercial flights – two Cessna planes, a 30-seater aircraft, and the historic 50-seater Fokker plane – that carried the guests and tourists of the three-day Suroy-Suroy SMB (Sta. Fe, Madridejos, Bantayan) last November 27-29, 2020. This is the first time a 50-seater commercial plane has landed in the island airport.

MCIAA General Manager and CEO Atty. Steve Dicdican envisions this Northern Cebu gateway to bring economic progress and convenience to Bantayan residents and everyone eager to experience the world-famous island.

The MCIAA has invested P100 million to develop this community airport to evolve and become a commercial airport.

As of December 2020, commercial flights to the public and local tourists have yet to be announced. AirJuan is expected to resume Mactan – Bantayan flights by 1st Quarter of 2021.

Cebu remains under MGCQ until December 31

On Monday, President Rodrigo Duterte announced during his weekly address to the nation the new community quarantine classifications for the month of December.

Malacanang still placed the whole island of Cebu — Cebu City, Lapu-Lapu City, Mandaue City, and the Province of Cebu — under the relaxed Modified General Community Quarantine (MGCQ).

Meanwhile, Metro Manila, Davao City, and six other areas will spend the Christmas holidays under general community quarantine (GCQ). During the meeting, COVID-19 Plan Chief Implementer Carlito Galvez Jr. said that the doctors and officials previously deployed to help Cebu City with its outbreak have been sent to Davao City to help curb the spike in COVID-19 cases.

The entire Cebu has been placed under MGCQ since September 1, 2020. Since then, more businesses and tourist attractions have already re-opened.

MGCQ Guidelines

Now allowed under MGCQ:

  • Tourist destinations (e.g. water parks, beaches, resorts)
  • Gyms, fitness studios, sports facilities for non-contact sports
  • Spas (full body massage)
  • Tattoo and body piercing
  • Internet and computer shops, educational support establishments, libraries, archives, and museums (allowed at 50 percent capacity)
  • Pet grooming services, travel agencies, tour operators, and other personal care services 
  • Live events (subject to DOT guidelines on meetings, incentives, conventions, exhibitions, and business events)
  • Dine-ins, barbershops, and salons are now allowed at 75% capacity
  • Shopping malls are now allowed to operate until 10PM
  • All other activities included under GCQ

Things to note:

  • Quarantine Passes are still required for non-workers and QR coding is still in effect.
    • QPasses ending in odd numbers (1, 3, 5, 7, 9) can go out on Mondays, Wednesdays, Fridays, and Sundays (5AM-1PM).
    • QPasses ending in even numbers (0, 2, 4, 5, 8) on Tuesdays, Thursdays, Saturdays, and Sundays (1PM-9PM).
  • Employees must present Company ID or Certificate of Employment (COE).
  • Wearing of face masks is mandatory.
  • Religious mass gatherings and other gatherings such as sporting events and work conferences can now accommodate up to 50% capacity.
  • In Cebu City and Mandaue City, persons under 15 years old and above 60 years old, people with underlying health conditions, and pregnant women are still mandated to stay-at-home.
  • In the Cebu Province and Lapu-Lapu City, minors and senior citizens are now allowed to travel for leisure.

Exact location: KM 30, Sabang, Danao City, Cebu – an hour away from Cebu North Bus Terminal

BY BUS: Find your way to the Cebu North Bus Terminal, ride a bus/van bound for Carmen, Catmon, Sogod, Borbon, or any bus/van bound for the north. You can ask the driver to just drop you off at El Salvador Beach Resort. The resort is just visible as it is just along the national road fronting Sabang Elementary School.

BY CAR: Navigate with Waze or Google Maps and set your destination to “Elsalvador Beach Resort” in Danao City. Parking space is available upon arrival.
