Isla Sugbo Seafood City started its first restaurant way back in 1989 but it was still known as Seafood City back then. On Wednesday night, the Department of Health Central Visayas (DOH-7) released its official, consolidated data of the COVID-19 cases in the region as of January 27, 2021.

Today, the whole island of Cebu — Cebu City, Lapu-Lapu City, Mandaue City, and the Cebu Province — recorded 181 new confirmed COVID-19 cases, 70 new recoveries, and no new deaths. This brings Cebu’s total confirmed cases to 25,639, while the active cases rose to 2,017 (from 1,906).

Cebu’s recovery rate is now at 86.63%.

No left-turn, no crossing improve traffic in Minglanilla & Talisay

The years long of agony for the traffic capital of Cebu is finally seeing a much-needed improvement with the implementation of the new traffic schemes that started on January 14.

Now, traffic build-up has eased up and there is a continuous flow of traffic even during rush hours on the national highway in Minglanilla & Talisay, southern Cebu.

This room to breathe is due to these new implemented traffic schemes:

“No-left turn, no-crossing” policy

It covers the entire stretch from Linao, Talisay City to Tungkop, Minglanilla where bollards, or vertical posts that serve as barrier, have been installed save for the four areas designated as u-turn slots.

Each u-turn slot is manned by traffic enforcers to prevent build-up whenever a vehicle takes a u-turn.

Truck ban

Truck ban hours: 6AM-8AM & 4PM-8PM daily

Implemented by the local government of Minglanilla. The truck ban includes forward trucks and six-wheeled vehicles

Empty trailer trucks, those without intermodal containers, are also prohibited from plying the national highway along Consolacion.

3 COVID-19 facilities in Cebu City reopen as cases rise

After being placed in halt for a few months, the Cebu City Quarantine Center (CCQC) and the facilities in the barangays of Cebu City have reopened.

On January 22, 2021 the quarantine facilities in Cebu City started accepting COVID-19 patients. This happened a few weeks after Cebu City Mayor Edgardo Labella ordered its closure for expansion

P60 million pesos has been allocated by Cebu City to fund its dormitories and the whole facility which can accommodate roughly 160 patients.

Aside from the hospitals in the city, there are also other facilities that can accommodate COVID patients; asymptomatic and symptomatic, including:

  • Noah Complex
  • IC3 Bayanihan Center
  • Barangay Isolation Center (BICs)

As of January 22, Noah Complex houses 328 COVID-19 patients, out of its maximum number of 360 patients to accommodate.

On the other hand, IC3 Bayanihan Center can accommodate up to 130 patients and currently has 54 patients as of January 21.

As of January 26, 2021, Cebu City has 986 active COVID-19 cases with 701 COVID-related deaths.

‘Single-Use Plastic Ban’ Bill in the Philippines

As technology advances, it cannot be denied that we are producing more and more waste. Some of these wastes cannot be easily decomposed, especially single-use plastics.

Single-use plastics, or also known as disposable plastics are plastics only used once before they are thrown away. Most popular single-use plastics are plastic bags, straws, water bottles and many more.

Single-use plastics pose a big threat to our environment. They pollute the environment enough to destroy ecosystems, make natural disasters like floods worse and disposing them is a very big problem. Single-use plastics can take years before they decompose. The Philippines alone produces an average of 2.7 million metric tons of plastic each year, which is big enough to cause problems for a country that’s prone to floods.

So, what is the Philippines doing with this issue? Legislators have pushed bills regarding the ban of single-use plastics in the country. House Bill 8692 titled “AN ACT BANNING THE MANUFACTURE, IMPORTATION, SALE, AND USE OF SINGLE-USE PLASTIC PRODUCTS, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES” was introduced by Rep. Winston “Winnie” Castelo in an effort to mitigate the plastic crisis in the country.

With a short title of “Ban on Single-Use Plastic Products”, the bill calls for a total ban of single-use plastics, with a phase-out plan of banning plastics altogether being prepared. The bill recognizes the need to institute mechanisms to prevent pollution and promote a healthier environment, using policies that can help observe the banning of such plastics.

The bill also proposes a “phase-out plan” for single-use plastics, particularly its manufacture, sale, importation and use within one year after the effectivity of the act. Specifically, the phase-out plan covers the following as per the actual bill (http://congress.gov.ph/legisdocs/basic_17/HB08692.pdf)

  1. Prohibition of single-use plastics by food establishments, retail stores, markets, supermarkets and groceries during the interim period;
  2. Awareness-raising to encourage consumers to use reusable materials in substitution for single-use plastics, and to encourage proper recycling of plastic products;
  3. Collection, recycling, and proper disposal by the manufacturers of single-use plastic products already in circulation prior to the effectivity of the ban;
  4. Establishment of recycling centers in local government units

Penalties are also imposed to violators with an initial fine of Php 50,000.00 for first-time offenders and can reach up to Php 200,000.00 for repeat offenders as well as cancellation of business permits.

Currently, the bill is in seventeenth congress with a pending status with the committee on Ecology since December 5, 2018 (http://www.congress.gov.ph/legisdocs/?v=billsresults#17).

Today, the whole island of Cebu — Cebu City, Lapu-Lapu City, Mandaue City, and the Cebu Province — recorded 99 new confirmed COVID-19 cases, 37 new recoveries, and no new deaths. This brings Cebu’s total confirmed cases to 25,307, while the active cases rose to 1,846 (from 1,784).

Cebu’s recovery rate is now at 87.15%.
