Cebu records total of 90 positive COVID-19 cases

The number of cases tells a lot.

As of today, April 16, 2020 at 5PM, Cebu has recorded twenty-seven (27) new confirmed cases of COVID-19 in one day. 24 cases are from Cebu City in Brgy. Luz, while the other 3 are from Lapu-Lapu City. This brings a total of 90 confirmed cases recorded in entire Cebu.

All reported cases in Cebu City and Lapu-Lapu City are asymptomatic (showing no symptoms). Confirmed individuals in Cebu City will be housed in Barrio Luz National High School. 

The sudden increase in confirmed infections is primarily because of the targeted mass testing being conducted by the local government with strict contact tracing procedures of those individuals already found positive. The Cebu City Government has secured around 34,000 swab kits for the mass testing.

The Department of Health Central Region VII (DOH-7) has also reported there were two hundred eleven (211) test results conducted in Central Visayas today, April 16.

As of April 16, 2020 at 5PM, there is now a total of 90 confirmed cases in entire Cebu with 20 recovered patients and 6 deaths.

  • 77 – Cebu City (+24 new today)
  • 3 – Mandaue City
  • 7 – Lapu-Lapu City (+3 new today)
  • 3 – Cebu Province

Meanwhile, in the Philippines as of April 16, 2020: the Department of Health reported 207 new confirmed cases, 82 new recoveries and 13 new deaths in the country. To date, the Philippines’ tally is 5,660 confirmed cases with 435 recoveries and 362 deaths.

The COVID-19 pandemic originated from Wuhan City in China that has affected nearly 200 countries and territories with more than 2 million confirmed cases and at least 95,000 deaths.

PLDT and Smart offer 6-month installment on bills payments

To help ease the financial burden of its customers during the COVID crisis, PLDT and Smart will start implementing on May 1, 2020 a 6-month installment payment program for the outstanding monthly bills of its postpaid subscribers.

Under this payment program, PLDT Home customers, and, Smart and Sun consumer postpaid subscribers can settle their unpaid balances as of April 30 in six equal monthly payments with 0% interest and no penalties.

For more details, PLDT and Smart customers can check the websites of the two companies. They can also can track their bills and payments through the MyPLDT-Smart App on iOS and Play Store devices.

Globe extends due date for bills payment to 60 days

To help ease our worries on bill payments in line with the extension of the Enhanced Community Quarantine (ECQ) in most parts of the Philippines to April 30,2020, Globe has extended the payment due date on postpaid mobile and broadband bills by another 30 days. This includes business and enterprise customers.

Globe has initially provided a 30-day extension which expires on April 15. In effect, they have given a 60-day credit extension or at least 2 months of unpaid bills.

The government extended the ECQ in Luzon, while the Cebu local government said lifting of ECQ is “not yet in sight”, in their efforts to beat the COVID-19 pandemic.

Subscribers who are willing to pay in advance or on time are encouraged to use online payment channels.

Cebu Capitol to provide cash aid for stranded Cebuanos in other provinces

The Cebu Provincial Government will be sending cash assistance to Cebuanos who are now stranded in other provinces due to the enhanced community quarantine implemented in most parts of the country.

The whole process will be handled through the Capitol’s newly launched Facebook page Stranded Cebuanos Assistance Center, where the stranded Cebuanos can send in their personal information and details on where they are.

Calls of Cebuanos, mostly Overseas Filipino Workers (OFWs) who were repatriated but were not allowed to travel to Cebu because of the quarantine has prompted the provincial government to take action.

One of the key points to the stranded Cebuanos is to share where in Cebu they are originally from, which will then be subject for verification with the concerned barangay or local government units.

“Stranded Cebuanos” refers to stuck Cebuanos outside of the province and not those who have long emigrated in Metro Manila or other places and wish to come back to Cebu.

The amount for the cash assistance is yet to  be decided and will be based on the number of persons who will be registered in the SCAC and verified by their respective LGUs.

Gov. Gwen Garcia said the cash assistance would be sent to the verified stranded Cebuanos through money transfer.

How to avail the service?

1. Go to the Stranded Cebuanos Assistance Center Facebook Page.

2. Print/download this form, fill it up and send a copy through messenger by messaging them on Facebook. Or you can just type the information required and send through messenger.

3. An original copy of your application will be required before any form of assistance will be released. Keep your original copies and wait for any advise where to send it.

Philippines now has 15 COVID-19 Testing Centers

In the past few days, the Philippines has significantly climbed the ladders of countries in South East Asian region in terms of positive COVID-19 cases. In fact, as saddening as it seems, we are officially at the top of that list. With more than 5,000 cases, we recently surpassed Malaysia.

Stressed with the COVID-19 Crisis? Talk to these registered Cebuano counselors for free

For sure, a lot of us are stressed with the ongoing situation not just in our country but also all over the world. The COVID-19 has not yet ceased in wreaking havoc all over and even those who are not infected by the virus are also affected in some ways. Many are indeed psychologically and emotionally distressed.

Good news for us Cebuanos, a group of counselors from Ateneo de Cebu and the University of the Philippines Cebu has assembled to form Cebu COPES – Counselors Online Psychological and Emotional Support.

This group aims to provide a platform for Cebuanos to avail of free, confidential  online and telecounseling services and psycho-social support by registered guidance counselors. The group also mentioned that they are mainly aiming in assisting the Cebuanos in their mental and emotional health with the ongoing COVID-19 crisis.

While the program is still at its early and grounding stage, the good samaritans at work are hoping to involve fellow Cebuano counselors who are also willing to provide personal information online such as phone number, email and social media accounts. This is because their means of providing confidential and telecounseling services is online.

Steps to avail of the service:

  1. Visit Facebook page of Cebu COPES.
  2. Select and contact the counselor you wish to communicate with (see below list).
  3. Wait for a response from the counselor.
  4. Fill out the informed consent forwarded to you and send back to the counselor.
  5. Online and telecounseling services are available from 8 am to 6 pm. Special schedules may however be held upon agreed arrangement with the counselor.
  6. Those who may need psychosocial and emotional support are welcome to avail of this service. No fees will be charged. We however request for clients to connect to our volunteer counselors with respect and maintain confidentiality.

Bumble launches new feature for ‘virtual dating’ during quarantine

Because of the COVID-19 scare, travels are not the only ones that are cancelled, even dates and anniversaries. With the presence of pandemic, social distancing has been strictly implemented not allowing lovers to spend quality time.

However, some dating apps have taken their dating game up a notch to give their users an easier access to dating. Bumble is one good example. Yes, Bumble offers virtual dating for lovers who couldn’t spend their much needed dates together.

Bumble now offers a “Virtual Dating” badge which would let you voice/video call instead of the basic chatting on the app.

Though the badge to ‘Virtual Date’ is not for free, the company makes sure to donate to the WHO-COVID Solidarity Response Fund. Bumble already donated $100,000 and another donation for every person who will be adding the badge up to $10,000.

Gov’t approves P51-billion wage subsidy program for middle-class workers

This crisis has taught everyone to always save for the rainy days.

3.4 million employees of small to medium-sized enterprises (SMEs) will be given P5,000 to P8,000 cash aid by the government.

The Small Business Wage Subsidy Program (SBWS) is a project by the Department of Finance (DOF that was presented by Secretary Carlos Dominguez III and approved by President Rodrigo Duterte on April 14.

To qualify, employees must be part of the company on or before March 1, 2020 to be eligible for the aid.

“Number two, dapat hindi pa siya nababayaran ng employer niya. So for that month, hindi pa siya nababayaran.

“Number three, lahat covered except iyong on leave and except iyong mga nag-a-avail na ng SSS unemployment benefits.

“Number four, dapat hindi na-retrench, ni-let go, o ifinire-out ng kumpanya ang empleyado at iyong empleyado, hindi rin mag-resign.

“Iyon iyong condition kasi, ang point natin dito, ayaw natin mawalan ng trabaho ang empleyado.”

Nograles clarified that the employees who have received aid from the COVID-19 Adjustment Measures Program (CAMP) from the Department of Labor and Employment (DOLE) will only be given one month subsidy.

The subsidy will be given to the employees every 15th and 30th of the month. The first tranche will be paid out on May 1 to May 15, and the second tranche will be paid out on May 16 to May 30.

This subsidy is equivalent to the emergency subsidy given by the government to the informal sector. Employees from these regions are included in the SBWS:

  • Metro Manila
  • Central Luzon
  • CALABARZON

DOH says Social Distancing to be the ‘new normal’ after COVID-19

During all this chaos of the pandemic, we all have realized that the world, especially the Philippines, is not ready for a biohazard this devastating. In our nation’s case, it is more difficult to contain the virus partly due to overpopulation and poverty.

Along with this, the Department of Health (DOH) stated last Monday that we should still practice physical distancing and avoid mass gatherings even after the enhanced community quarantines and lockdowns that are set upon during these harsh times.

“We would still maintain physical distancing everywhere we go. Pangalawa ho, titingnan pa rin natin yung ia-avoid pa rin natin yung mass gatherings.”

Some argue that it is plausible to enact something like this because by the time the lockdown is lifted, it would have already been a norm after weeks of this practice.

However, some also argue that it is very hard to maintain due to the population. After all, this has been made possible due to employees either working from home or outright fired, as well as students being forced to stay indoors and learn. When everything is back to normal, it can be quite hard to practice this once again.

She then concludes that we should not stop what we are practicing right now because if we do, the virus might even come back.

“So kung dumating man tayo sa May 1 o May 2 na ‘yan na at ili-lift ang ECQ, makikita pa rin natin, we are not totally going to stop our measures because we know na may rebound ang sakit na ito kung totally tatanggalin mo ang mga measures na ito.”

It is indeed quite a challenge for us right now as we are already the ASEAN country with the most number of cases with 5,453 confirmed cases as of Monday, April 15, along with 349 deaths and 353 recoveries.
