It’s almost four weeks since the devastating wrath of Super Typhoon Odette which caused a lot of damages to Cebu. Until today, a big chunk of the island still does not have (at least a stable supply of) electricity, water, and cellular signal.
With this, the City Government of Talisay has set up a 24-hour work-sharing station and a charging station at the grounds in the City Hall in Talisay City for the residents who are in a Work-from-Home (WFH) setup, especially remote workers in need of electricity and reliable internet connection. This is free of charge.
Residents who wish to avail may bring their own extension wires and modem although the station also offers free WiFi which is powered by Smart and Converge.
Schedule:
Coworking Station: 24 hours (open for graveyards)
Charging Station: 8AM to 9PM
RULES FOR CHARGING:
Charging will be open from 8:00 am to 9:00 pm
Charging is for only 2 hours (give chance to others.)
Gadgets must be placed in the charging area and claimed after 2 hours.
Only one person is allowed in the charging area to ensure proper social distancing.
Bring your own extension wire if you’re bringing multiple gadgets.
RULES FOR COWORKING:
Work-From-Home (WFH) is open 24 hours.
WFH workers must present company ID AND/OR employer’s certificate proving he/she is WFH personnel.
Only WFH employees are allowed in the area.

Strictly NO online gaming and non-work related activities in the WFH area.
According to Talisay City Mayor Samsam Gullas, they have requested the assistance of the Philippine National Police (PNP) to maintain peace and order and for everyone’s safety.
For now, Talisay City residents are prioritized in this program due to the limited space that can only comfortably accommodate up to 70 individuals.
It will be a celebration of giving for the Sinulog 2022.
With the devastation brought by super typhoon Odette and the threat of the Omicron variant of COVID-19 in Cebu, the city government has decided to cancel all activities relating to the Sinulog including singing contests, dance competitions, and public events.
The awaited physical dance performances of contingents will be no more on the actual festival day of January 16, 2022.
Instead, the Cebu City Mayor Michael Rama and the Sinulog Foundation Incorporated (SFI) have decided to have a fundraising virtual event for the victims of Typhoon Odette.

New Season Release Date
Although Season 3 has been confirmed, there is still no word on when it will be released. The 3rd season will most likely begin production in early to mid-2022.

This financial assistance is not in cold cash but given through a digital coupon system. These cash cards given have a unique QR code and bear the name of the beneficiaries. The “how to use” will be explained by LGUs and Provincial Board Members during distribution.
Note that they can only be used for necessities more importantly building materials. With this money, one can purchase galvanized iron (GI) sheets, wood, fiberboards, and other building materials already.
Other establishments you can use are Capitol-partner supermarkets, hardware stores, and even department stores.
Take note it cannot be withdrawn and cannot be used for anything else.

To ensure the safety of passengers and staff during emergency rectification and repairs of damaged structures caused by Typhoon Odette last December 16, 2021, GMR MEGAWIDE Cebu Airport Corporation (GMCAC) will transfer all departures for both Domestic and International flights to Terminal 2 (T2) beginning Sunday, January 16, 2022, 06:00 a.m. PHT. The damage to Terminal 1 (T1) has been far more extensive especially at T1 departure areas which requires an immediate rectification program which will last several months. In order to ensure that users and stakeholders of the Mactan-Cebu International Airport (MCIA) continue to experience a high level of service, safety and security, GMCAC will consolidate all departures in Terminal 2 for the duration of the rectification program.
Domestic arrivals will continue to arrive at T1 South Wing Arrivals asthis area is the least damaged section of T1. International Arrivals will also continue to arrive at T2 Arrivals in order to remain fully compliant with the arrival health protocols set by the national government and Inter-Agency Task Force (IATF).
In summary, the following operational concept will be as follows for each terminal:
Terminal 1
All Domestic Arrivals will arrive at T1 South Wing Baggage Reclaim.
Domestic Arriving passengers will access T1 Baggage Reclaim Hall from T2 by connecting airside link bridge or be transported by bus, depending on their designated aircraft parking bay and proximity to the Domestic Baggage Reclaim Hall in T1.
Domestic Arrivals Pick-up for vehicles will remain at T1 Transportation Hub.
Airport Village will remain operational with selected shops open for the benefit of meeters and greeters.
Terminal 2
All Domestic and International Departures will access the upper level of T2 Departures Drop-off with limited waiting time for drop-off to prevent congestion.
Domestic and International passengers will check-in at T2 and proceed through final security check to proceed to their designated boarding gates.
International passengers will be separated from Domestic passengers at entry to the designated international boarding gates which have Immigration Counters located at the entry to the designated gates.
All passengers (both Domestic and International) will have access to all facilities in T2. However, certain retail outlets specifically for international passengers, such as Duty Free, will not be open due to the very low volume of international departing passengers for now.
International Arriving passengers will access T2 Bureau of Quarantine Verification Counters, Immigration Counters, Baggage Reclaim Hall, and Customs in compliance with the current IATF protocols for arriving international passengers.
GMCAC will ensure adequate staff guidance and signage is in place to provide passengers with directions and information during the switchover period.
The consolidated mode of operations at T2 will remain so until rectification and repairs of both T1 and T2 have been completed. Passengers and stakeholders shall be notified in advance of any changes to the designated use of Terminals 1 and 2 prior to any change of operations.

4. MEDICAL CERTIFICATE ON PRESCRIBED FORM – Medical check-up may be undertaken in ANY hospital or health institution, as long as the form is in conformity with what is shown in the guidelines. Please ask the doctor to fill in all the required data. As much as possible, please ask the physician to sign the form with their wet signature. If the hospital or health institution cannot provide a physically-signed form, the digital or scanned copy must be notarized or certified.
5. RECOMMENDATION LETTER: Physically-signed letters are most appreciated. If it is not possible for the recommender to physically sign the letter, the applicant may submit a notarized copy of the recommendation letter with an e-signature.

5. Ministry of Education Taiwan Scholarship Program
Online application: February 1 to April 30, 2022
The Taipei Economic and Cultural Office in the Philippines provides various scholarship programs to encourage outstanding international students to study in Taiwan.
Filipinos with a secondary school graduate diploma, excellent academic record, and good moral character can readily apply.
Benefits and Privileges:
The MOE Taiwan Scholarship Program provides the following for each outstanding international student scholarship recipient who comes to Taiwan to undertake a bachelor’s degree, master’s degree, or doctorate:
Tuition and miscellaneous expenses (i.e. the course-credit fees, and miscellaneous basic study-related fees): The MOE will pay up to NTD 40,000/₱74064.98 each semester for each recipient’s approved tuition and miscellaneous expenses. If these exceed a total amount of NTD40,000/₱74064.98, the remaining amount must be paid to the university/college by the student. The “miscellaneous expenses” do not include any of the following: administration fees, thesis supervision fees, insurance premiums, accommodation, or internet access. These are all the responsibility of the scholarship recipient.
Living allowance: The MOE provides each recipients undertaking university undergraduate studies a monthly stipend of NTD15,000/₱27774.37; it provides each recipient undertaking a master’s degree or doctorate studies a monthly stipend of NTD20,000/₱37032.49.
A university/college may give scholarship recipients a discount for tuition and/or miscellaneous expenses. The university/college must submit details of which of its departments/institutes are offering scholarship recipients discounts on fees for the following academic year, and a copy of the fee standards to the MOE by the prescribed date each year, and it must also provide a copy of these to any other unit designated by the MOE.
Scholarship duration:
The maximum period a Taiwan Scholarship may be held is: four years for undergraduate programs, two years for master’s degree programs, and four years for doctorate programs. The maximum total period that any one person may hold a Taiwan Scholarship is five years.
The Taiwan Scholarship year begins on September 1 and ends on August 31 of the following year. Recipients must arrive in Taiwan and register at their university/college at the scheduled time. It is not permitted to defer taking up a Taiwan Scholarship until the following year. A student who is unable to arrive in Taiwan and register at their university/college at the scheduled time will be considered to have forfeited their scholarship eligibility, unless the student has notified the university/college and the MOE beforehand and been given permission for a delayed arrival and registration.
Living allowance payments begin from the month when the recipient actually begins attending the university/college, and they end when the maximum scholarship period for their degree level expires, or when the recipient graduates, withdraws from their studies, is suspended or expelled, or has their Taiwan Scholarship revoked.
Qualifications:
Applicants must be a foreign national with a secondary school graduation diploma or a post-secondary degree(s), and an excellent academic record, and be of good moral character.
A person in any of the following categories is ineligible to apply:
An R.O.C. national or an overseas Chinese student.
A person who already has and is continuing to maintain student status at any university/college in Taiwan or who has already registered to begin studies at such a university/college. This restriction does not apply to a student who will be graduating after completing a degree that year. They may apply for a Taiwan Scholarship to pursue a higher degree.
A person who has already studied in Taiwan for a degree at the same level as the one in which they currently intend to enroll.
An exchange student or dual/joint degree student who has been admitted to a university/college in Taiwan in accordance with an academic cooperation agreement between that university/college and an overseas university/college.
A person who has already been a Taiwan Scholarship recipient for a total of five years.
A person who has ever previously had their Taiwan Scholarship or MOE Huayu Enrichment Scholarship revoked.
A person who has received any other scholarship or subsidy from any Taiwan Government institution (organization) or any education institution in Taiwan, apart from any subsidies provided for a Taiwan Scholarship recipient by their university/college to cover the outstanding amount if the total amount of their tuition and other fees exceeds the scholarship limit.
Applicants must apply directly to the university/college for admission within the application deadline. Each university/college sets its own application deadline.
Requirements
Applicants must submit the following documents within the period specified by the local Taiwan Representative Office for their country to that Office [*Note: in these Directions the term “Taiwan Representative Office” refers to the Embassy or Representative Office responsible for a particular country or region where the applicant lives. It will sometimes be located in another nearby country. Please see website for contact details of all Taiwan Representative Offices]:
A Taiwan Scholarship Application Form (the form for applicants from each country or region is available from their local Taiwan Representative Office)
A photocopy of the applicant’s passport or other documentary evidence of nationality.
A photocopy of their highest academic award and of the associated academic transcripts. Applications must be in compliance with the provisions of Subparagraph 2 of Paragraph 1 of Article 7 of the MOE Regulations Regarding International Students Undertaking Studies in Taiwan. Documents in a language other than Chinese or English must be translated into Chinese or English and the translated documents must be authenticated.
(iv) Photocopies of documentary evidence that the applicant has already applied to a university/college in Taiwan (for example, photocopies of the application fee remittance, the application form, and a notice or email from the university/college acknowledging receipt of the application.)
(v) A photocopy of a language proficiency certificate. Each Taiwan Representative Office must oversee this requirement in accordance with the following provisions:
For applications to undertake a program not completely taught in English:
If the Test of Chinese as a Foreign Language (TOCFL) is organized and held by the local Taiwan Representative Office in the applicant’s country or region: a copy of the test results or a certificate at Level 3 or above must be submitted. Results or certificates from any other Chinese proficiency test will not be accepted. If, however, an applicant is unable to take the TOCFL test because of geographical factors and the local Taiwan Representative Office has reviewed their circumstances and approves, then their case may be treated as if their Taiwan Representative Office does not organize TOCFL testing.
If TOCFL testing is not organized by the local Taiwan Representative Office: An applicant who has not submitted a copy of the test results or certificate at Level 3 or above must take the TOCFL test at Level 3 or above at their own expense by the end of the first semester after they arrive in Taiwan and submit their test results or certificate to their university/college. If the applicant transfers to a different university/college after the first semester, their starting semester in the new university/college is still regarded as their second semester since arriving in Taiwan. The applicant is not permitted to claim the initial semester in the new university/college as the “first semester” referred to in this requirement.
If the applicant wants to undertake a program completely taught in English, their local Taiwan Representative Office may decide whether the applicant is permitted to not submit TOCFL test results or a TOCFL certificate and may instead require them to submit TOEFL test scores that meet a standard that it sets or a certificate for some other English proficiency exam that is recognized by the government of the country where they are located, or a an English language program graduation diploma (applicants who are citizens of a country where English is an official language are not subject to this requirement). The degree program completely taught in English that an applicant is applying to undertake must have been accredited by the MOE. If the English-language degree program has not been accredited by the MOE, then the applicant must obtain a document formally issued by the university/college (not a subsidiary department or unit) that the applicant wants to attend certifying that the degree program in question is fully taught in English.
Two reference letters – from a principal, a college or university president, professors, and/or supervisors –personally signed, and placed in sealed envelopes.
Any additional documents specified by the particular local Taiwan Representative Office.
The number of Taiwan Scholarships offered by the MOE each year depends on the MOE’s annual budget allocations for the coming year and on the results achieved by each local Taiwan Representative Office that year. By December 31 each year, the MOE will inform each local Representative Office how many Taiwan Scholarships it can award for each degree level for the following academic year.
Application and Selection Process
The MOE has delegated the specification of the particular application procedures and selection requirements, in accordance with the Selection Directions set out below, to the local Taiwan Representative Offices. Each local Taiwan Representative Office may handle Taiwan Scholarship application and selection related activities in conjunction with local government agencies, universities and colleges, and educational and cultural institutions, or it may directly handle applications itself. Information about the Taiwan Scholarship applications (including details of the selection criteria, number of scholarships available, the procedure, and the time schedule) must be made publicly available in the country or region that each local Taiwan Representative Office looks after in both Chinese and the local language(s) by January 31 each year.
After making the information referred in the previous sub-paragraph publicly available, each local Taiwan Representative Office must submit both hard copies and electronic copies of the details provided in Chinese and in the local language(s) to the unit designated by the MOE for archiving.
In principle, the application period is from February 1 to March 31 each year. The actual application period for each local Taiwan Representative Office will be detailed in its publicly available information.
Each applicant must lodge their application at the local Taiwan Representative Office in their country of citizenship or at the Taiwan Representative Office in that area of the world that is responsible for looking after matters concerning citizens of the applicant’s country.
Selection Procedure Guidelines
The local Taiwan Representative Office must take into account whether a scholarship recipient would contribute to Taiwan’s national development, as a professional contributing to their own country and to Taiwan, and assist in the growth of Taiwan’s business and industry, economy, and education.
Scholarship recipients wanting to do a bachelor’s degree must have an average GPA of at least 3.0, those wanting to do a master’s degree must have an average GPA of at least 3.5 or above during their studies so far (where 4.5 is the highest score). If a different grade method is used in the applicant’s country, the local Taiwan Representative Office will use these figures as the basis for its calculations or take the results indicative of excellence by universities and colleges in that country/region to select outstanding students.
Interviews must be conducted in person or by video conferencing, so as to interact with the applicants and better judge their demeanor and moral character.
Preference must be given to applicants with a TOCFL certificate at intermediate or higher level. People applying to go to Taiwan to undertake a program completely taught in English must submit their TOEFL test scores or submit a certificate that they have passed another English language proficiency exam recognized by the government in that country at the intermediate level or documentary evidence that they scored at least 75% in such an exam.
The application form must be fully completed and the application form and other documents will not be returned.
Selection Notifications
The Taiwan Representative Offices will review the applications and conduct interviews and then select the successful candidates and place some candidates on a waiting list. In principle, each successful candidates and the university/college the candidate has applied to attend must be notified about the selection decision by May 31 each year.
Successful candidates must submit a photocopy of their letter of admission to their local Taiwan Representative Office by June 30 each year to confirm that they satisfy the eligibility requirements; if a candidate does not submit this letter within the specified time period, the candidate must submit a written explanation of the reason to their local Taiwan Representative Office which will review the circumstances. A person who is not admitted into a university/college will lose their eligibility to receive a Taiwan Scholarship. A person who fails to submit documents within the specified time period will be considered to have forfeited their eligibility to receive a Taiwan Scholarship, and the local Taiwan Representative Office will offer the forfeited scholarship to the candidate highest on the waiting list. The list of recipients must be finalized no later than July 31 each year.
Taiwan Representative Offices must issue each Taiwan Scholarship recipient with a certificate stating that they have been awarded a Taiwan Scholarship (using the format shown at Appendix I) by July 31 each year, and inform them of the duration of their award, based on the type of degree they will be undertaking specified in the letter of admission received from the university/college. The scholarship recipients’ basic details must also be accurately recorded on the on-line Taiwan Scholarship Information Platform.
A Taiwan Scholarship recipient who has completed their degree program within the prescribed may then apply for a Taiwan Scholarship to undertake a higher degree at the next level. Such applications must be submitted by February 28 each year and in accordance with the provisions of Article 5, the new application and all the required documents must be submitted to the local Taiwan Representative Office that awarded their first Taiwan Scholarship. This will be treated as a completely new application and be subject to the same selection process. They are not permitted to apply for a second Taiwan Scholarship to do another degree at the same level or another degree at a lower degree level. A scholarship recipient is not permitted to hold a Taiwan Scholarship longer than the maximum total period of five years, which would be in breach of Article IV, Paragraph (ii), Subparagraph 5.
6. Taiwan International Cooperation and Development Fund (ICDF) Scholarship Program
Online application: January 1 to March 15, 2022
If you want to live and study in Taiwan then this is for you as the Taiwan ICDF provides scholarships for higher education. They’ve developed undergraduate, graduate, and Ph.D. programs in cooperation with renowned partner universities in Taiwan which speaks for the success of their students.
Benefits and Privileges:
The TaiwanICDF provides each scholarship recipient with a full scholarship, including return airfare, housing, tuition and credit fees, insurance, textbook costs and a monthly allowance.
Airfare: The TaiwanICDF arranges economy class, return tickets for the most-direct flights to and from Taiwan.
Housing: All students must reside in student dormitories.
Tuition fees: The TaiwanICDF covers tuition fees as required by a student’s university.
Credit fees: Credit fees, which vary with the number of credits registered, are also covered as required by a student’s university.
Insurance: In addition to the mandatory student safety insurance set by the Ministry of Education, each student must be insured for accident and medical coverage while in Taiwan. The TaiwanICDF covers insurance fees for the entire duration of a student’s program.
Textbook costs: The costs of textbooks purchased as required by instructors are covered by the TaiwanICDF, subject to the approval of the director of the student’s institute.
Allowance:
Undergraduate Program: Each student receives NT$12,000/₱22,214.374 per month as an allowance for food and miscellaneous living expenses. This is deposited into a student’s local bank account on a monthly basis.
Master’s Program: Each student receives NT$15,000/₱27,767.968 per month as an allowance for food and miscellaneous living expenses. This is deposited into a student’s local bank account on a monthly basis.
Ph.D. Program: Each student receives NT$17,000/₱31,472.343 per month as an allowance for food and miscellaneous living expenses. This is deposited into a student’s local bank account on a monthly basis. A student’s host institute may offer to continue paying this monthly allowance for courses exceeding four years; the duration and amount will be determined by the host institute.
Qualifications
Be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship, and satisfy any specific criteriaestablished by his or her country and/or government of citizenship.
Neither be a national of the Republic of China (Taiwan) nor an overseas compatriot student.
Satisfy the admission requirements of the partner university to which he or she has applied to study under a TaiwanICDF scholarship.
Be able to satisfy all requirements for a Resident Visa (Code: FS) set by the Bureau of Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident Certificate (ARC) set by the Ministry of the Interior, of the ROC (Taiwan) government (this means that the TaiwanICDF has the right to revoke a scholarship offered if an applicant cannot satisfy the visa requirements).
Upon accepting a TaiwanICDF scholarship, not hold any other ROC (Taiwan) government-sponsored scholarship (such as the Taiwan Scholarship) in the same academic year in which the TaiwanICDF scholarship would be due to commence.
Not be applying for another TaiwanICDF scholarship in unbroken succession —to apply for a 2022 scholarship, applicants who have already held a TaiwanICDF scholarship, MOFA’s Taiwan Scholarship or an MOE scholarship must have graduated before July 31, 2021.
Have never had any scholarship revoked by any ROC (Taiwan) government agency or related institution, nor been expelled from any Taiwanese university.
7. Huayu (Mandarin) Enrichment Taiwan Scholarship Program
Online application: February 1 to March 31, 2022
The Taipei Economic and Cultural Office in the Philippines offers Huayu courses in the Republic of China (Taiwan) for Filipino students.
Understanding Taiwanese culture and society, along with promoting mutual understanding within the international community are just some of the benefits of this program.
Applying students should be at least 18 years old with a high school diploma or above, excellent academic performance, and good moral character.
𝗕𝗲𝗻𝗲𝗳𝗶𝘁𝘀 𝗮𝗻𝗱 𝗣𝗿𝗶𝘃𝗶𝗹𝗲𝗴𝗲𝘀
Up to P46,290 Monthly Allowance
Qualifications:
International applicants above the age of 18, who possess a high school diploma or above, have shown excellent academic performance, and are of good moral character are ELIGIBLE. Candidates with one of the following qualifications may not apply:
Is an overseas Chinese student or a national of the R.O.C.
Is currently registered as a student at a Mandarin Language Center or has sought a degree from a university or college in Taiwan.
Has already received a HES or a Taiwan Scholarship, in the past.
Is an exchange student to Taiwan, during the scholarship period.
Is currently receiving financial benefits from the Taiwan government or another educational institution.
Requirements:
Applicants need to submit the following documents to local embassies or missions before the announced deadline (In principle, the yearly application period is from February 1st through March 31st. However, the actual application period will be in accordance with the general regulations of the local Taiwan Representive Offices).
An application form (see appendix 1; provided by local embassies or missions).
A photocopy of his/her passport or any other documents that can verify the nationality of the applicant.
A photocopy of the certificate of the highest credential and transcript.
A photocopy of the applications to the Mandarin Language Center.
Other documents required by local embassies or missions.
Selection Procedure:
As stated in the embassies and missions announcement, a document review or personal interview will be conducted.
If a successful candidate waives his/her right to a scholarship before arriving in Taiwan, his/her position will be filled by the next candidate that has been selected by the local embassy or mission.The deadline is December 31st.
Schedule and procedures:
Mandarin Language Centers should follow the schedule and procedures stated below to request reimbursement and verification from the agencies appointed by the MOE.
This scholarship is granted twice a year. The first payment, which is due on September 30th, covers the period from September to December and summer classes. The second payment which is due on January 15th covers the period from January to August. The verification process to grant funding should be completed before putting in another request. The recipient list and the receipt made out to the MOE from the Mandarin Language Centers are mandatory for verification purposes. If unable to apply in time for their grant, the Mandarin Language Centers should pay the monthly allowance in advance.
Universities should verify grants twice a year, in accordance with the MOE procedures, to ensure that recipients have been paid. The first verification is due on December 15th and covers the period from September to December and summer classes. The second verification is due on September 30th and covers the period from January to August. A scholarship budget report and income and expenditure statement signed by a designated accountant and the president (see Appendix 2) are required for verification. Unused funds should be returned. The original receipt should be retained by the universities for their audits.
The request, payment and verification of the grant should comply with the Ministry’s subsidy and commission expense verification guidelines.
Terms and Conditions:
The recipient should study at a registered Mandarin Language Center approved by the MOE.
The recipient should apply for admission according to the regulations of the center. Once admitted, the recipient should send a photocopy of the admission letter to the local embassy or mission before June 30th for confirmation. Recipients who do not send their documents before the deadline will be disqualified from the scholarship selection process.
The recipient should undertake at least 15 hours of language courses each week. This does not include cultural visits, speeches, and other self-learning curriculum or activities.
After the first semester (quarter), recipients of a maximum one year scholarship can request a one time only transfer to another Mandarin Language Center with permission of the original Mandarin Language Center. Recipients of the summer classes, 3 months, 6 months or 9 months scholarship are not allowed to apply for a transfer.
If the recipient concurrently accepts scholarships from other sources, he/ she will lose their placement in the scholarship program. He/she will also have to return the funds granted for those monthsthat he/she received multiple scholarships.
The termination and cancellation of a scholarship is based on regulations specified by each individual Mandarin Language Center. Mandarin Language Centers have the right to terminate or revoke a scholarship if the recipient’s academic performance, moral character, or attendance record are not up to their standards.
Recipients of a six month or longer scholarship are obligated to join the National Health Insurance Program. Before joining, recipients should purchase student accident insurance and other relevant insurance. Insurance fees can be deducted by the Mandarin Language Centers from the monthly stipend before granting it to recipients.
Suspension and Cancellation:
The Scholarship will be suspended for one month, if one or more of the following conditions occur.
The Scholarship will be suspended for one month, if the recipient has missed 12 hours or more of their language course within a single month.
Starting from the first semester (quarter), if the recipient fails to obtain the specified standard score by the university (an average of 80 points out of 100), his/her scholarship will be suspended for a month in the next semester (quarter).
The recipient of a nine month or longer scholarship without a Level 3 or above TOCFL certificate within 2 years prior to enrollment must hand in the cerfificate or transcript one month before the end of the scholarship term. If he/she fails to do so, the scholarship will be suspended for one month.
Scholarship Cancellation, if one or more of following conditions occur.
The recipient fails to obtain the standard score (an average of 80 points out of 100) for two consecutive semesters (quarters), he/she will be disqualified from receiving the scholarship.
Any recipient missing a final achievement score for any semester (quarter) will be disqualified from receiving the scholarship with the exception of a serious illness or accident.
The recipient will not continue to receive the scholarship if he/she violates R.O.C. law.
The scholarship will be suspended or revoked if the recipient violates University or Mandarin Language Center regulations.
Terms and Conditions:
Mandarin Language Centers should accept international students according to their own criteria and notify the applicants before June 15th.
Mandarin Language Centers should arrange for recipients of a nine month or longer scholarship to participate in TOCFL for Level 3. The recipients will have to pay for their own test fees.
The Mandarin Language Centers that accept a transfer scholarship recipient student should contact the agencies appointed by the MOE, to request for the remaining scholarship grant, and tonotify the related embassy or mission, the recipient and the MOE. The Mandarin Language Center that authorized the transfer should return the unused funds to the agencies appointed by the MOE.
Scholarships that have been revoked must follow these regulations: the Mandarin Language Center should clearly state the reason and the effective date of the termination or suspension, the unused scholarship grant should be returned to the agencies appointed by the MOE. In the meantime, the center should notify the Bureau of Consular Affairs, the National Immigration Agency, the embassy or mission concerned, the recipient affected, the agencies appointed by the MOE, and the MOE within 2 weeks.
After the recipient has completed the registration process, the Mandarin Language Center concerned should either hold an orientation session or employ alternative methods to explain to the recipient the regulations related to the suspension and cancellation. It should also grant the monthly allowance on time and pay attention to any suspension or cancellation of the scholarship.
Mandarin Language Centers should allocate an office or staff to keep in contact with recipients, providing guidance and assistance to them, regarding their schools and for recipients’ daily lives.
The language center should arrange at least 15 hours of language courses each week for recipients. This study time does not include cultural visits, speeches, and other self-learning curriculum or activities.
Terms and Conditions for Embassies and Missions:
Embassies and missions should issue official Grant Certificates to recipients after receiving the admission letter from the recipient before the deadline (see appendix 3). Recipients who are not admitted into universities or MOE affiliates will automatically be disqualified.
Paper copies of the recipient’s information (see appendix 4) should be sent to the designated agency appointed by the MOE, the Bureau of Consular Affairs, the Immigration Office, the related Mandarin Language Centers, the MOE and the Department of Consular Affairs at embassies or missions. Deadlines are stated as follows:
April 30th for the summer class.
July 31st for other terms.
All recipient information should be uploaded to the Taiwan Scholarship and Huayu Enrichment Scholarship Information Platform no later than July 31st.
Embassies and missions should actively promote the scholarship program, offer information regarding the Study in Taiwan program and help with the application and selection process. Embassies and missions should also help recipients with their visas and remind them to sign the Huayu Enrichment Scholarship written promise and understanding sheet (see Appendix 5).
Hold orientations to explain related regulations, important regulation notices for the Alien Residence Certificate (ARC), the illegal employment regulations, along with additional information that may be needed to live and study in Taiwan.
Embassies and missions should stay in contact with recipients who have completed their studies and who have returned to their home countries, for the purpose of holding meetings and eventsthat allow recipients to share what they have learned while living in Taiwan and how they felt about their study experience for future reference.
