114 inmates, 13 personnel at Cebu City Jail test positive for COVID-19

On April 22, 2020, the Bureau of Jail Management and Penology Regional Office VII (BJMP) has confirmed that the Cebu City Jail has a total of 127 confirmed COVID-19 cases, 114 of which are inmates while the other 13 are personnel.

Subject patients were already in isolation when the results came out yesterday afternoon.

The BJMP-7 Director Efren Nemeño  has ordered an intensified contact tracing to detect other possible carriers for immediate isolation and medical treatment. He also assured the public and the families of the affected individuals that they will be providing a more focused medical care to the patients until fully recovered from the virus infection.

The task force is also putting all efforts to contain the virus, following the stricter health protocols while working closely with the Department of Health Region VII and Local Epidemiology Unit of Cebu City.

With this, the BJMP has also cancelled the “Dunol” and “E-Dalaw” programs at Cebu City Jail – Male Dormitory.

As of April 22, 2020, the entire Cebu now has a total of 340 confirmed COVID-19 cases with 21 recoveries and 8 deaths. Cebu City alone has a total of 310 confirmed cases.

Cebu Capitol to start mass testing in the province next week

The Cebu Provisional Government plans to start one major push: mass testing in the province of Cebu.

With the scary rising of positive cases in Cebu City, the government could not just sit and watch this pandemic scare us even more, we have to fight. We need to isolate the potential COVID-19 carriers away from their community. We need to save everyone hence, the need for the mass testing.

To prepare for a modified enhanced community quarantine, Cebu Governor Gwendolyn Garcia aims to purchase rapid test kits for Covid-19 this week so the massive targeted testing can start next week.

At least 50,000 rapid test kits will be purchased to test persons under monitoring (PUM), the Cebu Provincial Detention and Rehabilitation Center (CPDRC), and other areas with dense population and near to areas infected with COVID-19. The Cebu Provincial Government is now checking out several suppliers that can provide FDA-approved and accurate test kits at the best price.

Testing and disseminating of the test kits will depend on demographics which will be conducted by the UP Cebu Medical Alumni. They will be the ones to identify the towns, cities or municipalities where tests will be done. Tests will depend on some factors like population density, presence of COVID-19 positive patients, and location.

Meanwhile, a new executive order cancelling the exemptions given to workers of supermarkets, grocery stores, fast food chains, business process outsourcing, pharmacies and bakeries among others has taken effect since April 21.

Though the aforementioned were given exemptions to cross borders previously, tighter restrictions will be observed starting on April 21 until further notice. Hence, employers of these sectors are asked to provide stay-in accommodations to their workers.

Closed areas include:

  • N. Bacalso Avenue in Bulacao (South)
  • Mahiga Creek in Mandaue City (North)

In the South, the only access for vehicles will be the South Coastal Road (SRP) connecting to Talisay City.

She also revoked all transit vehicle passes previously issued by the Capitol after getting reports of people faking these.

Though there are still a few number of exempted workers who can cross the boundaries, policemen were instructed to inspect closely every delivery can, cargo truck and ambulance among others. Every possible vehicle which could smuggle passengers from Cebu City to the province and vice-versa should be watched closely. Passengers of every vehicle must be able to present an identification card to avoid being blocked at the border.

Let us all hope that the government and the Cebuanos, including the whole world will be able to win the battle against COVID-19 as soon as possible. May we all be able to return to our normal lives and may everyone be able to return to their communities. For us to do so, let’s stay indoors and adhere to whatever is being implemented.

Cebu City extends Enhanced Community Quarantine to May 15

With the city’s increasing number of individuals found positive of the novel coronavirus disease 2019 (COVID-19), Cebu City Mayor Edgar Labella has decided to extend the Enhanced Community Quarantine (ECQ) in Cebu City until May 15, 2020.

This is also based on the recommendations of the health experts in the city as the COVID-19 cases continue to rise due to the city’s continued efforts in targeted mass testing of residents in the barangays where there are confirmed cases.

As per Mayor Labella, he will issue the executive order of the ECQ extension anytime next week. He also noted, his team will continue to closely monitor the city’s situation and should there be a significant decrease on the cases, he can and will immediately lift the ECQ.

As of April 22, 2020, the entire Cebu now has a total of 341 confirmed COVID-19 cases with 21 recoveries and 8 deaths. Cebu City alone has a total of 311 confirmed cases.

The Cebu City Government appeals to everyone to fully cooperate and religiously follower the city-mandated protocols and safety measures as we continue to fight the invisible enemy.

What to do if you’re stranded in Cebu amid Enhanced Community Quarantine?

Most areas in the Philippines have implemented the community quarantine to help contain the spread of COVID-19. In Cebu, we are on enhanced community quarantine (ECQ) with stricter border controls. This results to many people stranded somewhere else.

Every time we post COVID-19 updates on our Facebook Page, we always come across comments about (1) those who are from other provinces outside Cebu but are stranded in Cebu and (2) those who are from Cebu but are stranded in other provinces.

Not trying to give you false hopes, if you are stuck in Cebu or somewhere else, it will be really difficult (almost impossible) to go home during this time. But in this post, we will (at least) try to address these aforementioned concerns.

1: STRANDED IN CEBU

With the rising cases of COVID-19, Cebu has recently imposed a stricter border control — inter-city traveling is even more difficult now. With the closed outbound ports in Cebu, it’s not yet possible to get out.

Cebu Governor Gwen Garcia has also pointed out that even Cebu opens its outbound ports, other local government units down to the specific barangays will be hesitant to have you stay, especially that you came from a city with the highest COVID-19 cases in the region. They will also need to ensure the safety of their people.

The best thing to do for now is seek for cash aid or assistance from your local government unit. Try this:

  • Most local government units (or even Barangays) already have their own Facebook Pages.
  • You can also try finding your Mayor’s and Barangay’s name on Facebook.
  • Reach out to them by messaging on Facebook. Usually, they also include the contact numbers where you can call them.

2: CEBUANOS STRANDED IN OTHER PROVINCES

The Cebu Provincial Government has launched a centralized assistance center for stranded Cebuanos where qualified individuals will receive a cash aid. To avail this, here are the steps:

  1. Go to the Stranded Cebuanos Assistance Center Facebook Page. Find the form posted on their Page.
  2. Print/download this form, fill it up and send a copy through messenger by messaging them on Facebook. Or you can just type the information required and send through messenger.
  3. An original copy of your application will be required before any form of assistance will be released. Keep your original copies and wait for any advise where to send it.

Alternatively:

In most cases, the Cebu Provincial Government will only accept those Cebuanos who are from the Cebu province (and NOT from Cebu City, Mandaue City, and Lapu-Lapu City).

It has been said that to flatten the curve, we must physically distance ourselves from others. With the strict implementation of social distancing, people from all around the globe have shared ideas as to how to practice social distancing amid CoVID-19.

Because buying goods is necessary, we can’t help but to go out of our homes. However, more and more governments have been implementing practices for the public to adhere. Though you’re outside, you’re still distancing yourself from others. That’s what we want.

One good example is this practice from Myanmar. Their stalls are located on the streets, positioned one block apart from the next. This way, people would have more space to wait for their turns.

Newborn in Cebu City is the youngest COVID-19 patient in Central Visayas

The Department of Health Central Visayas Center for Health Development (DOH-7) has confirmed the newborn baby in Cebu City recently tested positive for COVID-19, making it the youngest patient with coronavirus in Central Visayas.

DOH-7 said in a report that the presence of a newborn case in the region needs further validation on how transmission occurred since the mother tested negative. They assured that existing protocols were in place.

UPDATE (April 22, 2020): Cebu City Mayor Edgardo Labella reports that the newborn baby in Cebu City is already negative to COVID-19. Moreover, the baby is still admitted for monitoring.

With this, DOH-7 calls on all pregnant women to continue monitoring themselves in these times that put them at a more than usual vulnerability, to reach out to their care givers for any concerns.

Pregnant women belong to a special group that is at a higher risk of contracting COVID-19 compared to non-pregnant women. Their pregnancy makes them more vulnerable due to the increased demand on nutrition and lowered immune system status as the body accommodates the growing fetus. 

As of April 21, 2020, Cebu now has a total of 198 confirmed COVID-19 cases with 21 recoveries and 7 deaths.

Meteor shower reaches peak this Wednesday night, April 22

Stars will fall like rain and light up the sky this Wednesday night, April 22, 2020, as the annual Lyrids meteor shower reaches its peak, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

A meteor shower is defined as a large concentration of falling meteors, and is a recurring phenomenon. This particular meteor shower, for example, has been been observed for more than 2,600 years.

A meteor shower generates a dozen meteors per hour under optimal conditions that lasts for less than a day. 

Don’t worry because though meteors are bright and fast, it can still be viewed with the naked eye even if it is not numerous.

So we better prepare to have a spectacular view on Wednesday night, April 22. Meteors are easiest to see if there is no moonlight and light pollution when the sky is clearest.

Cebu City records 7 new cases today; total now at 173

Cebu City — other areas in Cebu not included — has recorded seven (7) new confirmed cases of COVID-19 today, April 21.

This is based on the latest report from Cebu City Mayor Edgar Labella. He also disclosed the breakdown of the confirmed cases; 1 from Fishport, Brgy. Suba; 2 from Cebu City Jail (Admitted); 2 from San Antonio, Calamba (Admitted); 1 from Katipunan, Labangon (Admitted) and 1 from Hipodromo (Admitted).

As of today, April 21, 2020, Cebu City now has a total of 173 confirmed COVID-19 cases with 6 deaths and 15 recoveries.

DOH-7 has yet to submit the official report for today that includes updated records for Central Visayas, including other cities in Cebu.

In the midst of the Enhanced Community Quarantine (ECQ), you can learn about anything online, for free. Other classes might be useful than the other, but a well-renowned institution offers a course that is applicable for everyone.

Yale University is offering its most popular class online for FREE. Amidst the crisis we are facing, Yale wants us to learn how to be happier. We all need it anyways.

“The Science of Well-Being” teaches us how to be happier and we can avail of this for free. This free online class is Yale’s most popular class in its history and has garnered national and international media attention.
