Cebu Capitol pushes for traditional healthcare, to train 16,000 brgy health workers

On June 26, Governor Gwendolyn Garcia, on her virtual presser,  commended and appreciated the rational statement of a medical group.

A copy of the medical groups’ statement about the infamous ‘tuob’ or steam inhalation received appreciation by Gov. Garcia.

The statement by some doctors admitted that steam inhalation can provide relief, but also warned us with possible burns and scalding. Hence, a careful use by not performing tuob communally has been recommended.

Gov. Garcia said that their joint statement is impressive.

“This is a rational, very sober, very careful statement. There is not one line here that prohibits steam inhalation,” she said.

The doctors’ statements included citations from scientific journals which recognized steam inhalation as a method to provide relief to nasal congestion and dry cough among others.

They also stressed that ‘tuob’ involves only ONE PERSON, and not many, under a blanket, which the governor agreed.

On June 27, the Cebu Capitol announced that traditional and alternative ways of healing will soon be institutionalized in the Province of Cebu as Governor Garcia is set to form a board to implement Republic Act (RA) 8423. This is “to push for the development of traditional and alternative health care in areas where medical services are not immediately available”.

With this, 16,000 barangay health workers in Cebu’s 44 towns and 7 cities will undergo training under the direction of the Provincial Traditional Health Care System (PTHCS) that will soon be created based on the composition recommended by Philippine Institute in Traditional and Alternative Health Care (PITAHC) 

Though ‘tuob’ has caused a stir among public officials and medical practitioners, we’d like to stress that one’s stand about steam inhalation might differ from the other, and we agree and respect your opinion.

Cebu City logs 130 new cases, 14 deaths on June 27

The Cebu City Health Department (CCHD) reported 130 new confirmed COVID-19 cases, 70 new recoveries, and 14 new deaths in Cebu City for today, June 27.

As of June 27, Cebu City now has a total of 4,831 confirmed COVID-19 cases with 2,439 recoveries and 150 deaths or a fatality rate of 3.10%.

Ford to debut own hands-free driving feature on 2021 models

Ford is taking on Tesla, an American electric vehicle and clean energy company, with its first all-electric vehicle complete with Ford’s own advanced driving system.

Co-Pilot360

This system includes a hands-free driving experience called Active Drive Assist for more than 100,000 miles of highway throughout the U.S. and Canada. Announced as the Autopilot equivalent for Ford’s upcoming Tesla Model Y competitor, the all-electric Mustang Mach-E is slated to arrive in 2021. Other new Ford vehicles will also offer the updated Co-Pilot360 driving system.

The new driving feature is similar to General Motors’ Super Cruise already in new Cadillacs in that:

  • It tracks the driver’s eye and head position.
  • You have to pay attention, even when the car is driving itself.
  • An infrared driver-facing camera tracks your eye gaze and head position and alerts you if you need to pay attention or take over driving.  (camera still works with sunglasses)
Ford Mustang Mach-E

Ford also made sure to point out the hands-free driving for is not available through Tesla’s Autopilot driver assistant. You have to keep your hands on the wheel at all times in any Tesla.

Other features as part of the updated Co-Pilot system:

  • Lane Centering Mode, to keep you in the middle of the road. There’s also
  •  Parking assistance as well as help with pulling out of a tight spot

Worry not because the new system has been tested on more than 650,000 miles in every U.S. state and in all driving conditions from rainstorms to cloudy nights and sunny days.

Note: Pricing for the new driving assistance program wasn’t released yet, but it will also be available as an over-the-air update for eligible vehicles.

Cebu City to start distributing new quarantine passes with QR codes

Starting today, June 26, 2020, barangay officials of Cebu City will start distributing the new QR passes to the households in their respective barangays. Since the quarantine passes previously issued have been suspended, the new passes will contain a QR code.

Cebu City’s spokesperson, Atty. Rey Gealon, the chiefs of the barangays in Cebu have agreed to this passes proposed by the Inter-Agency Task Force (IATF) to further limit the movement of the residents.

A QR code will be printed on the passes and only ONE MEMBER of the household can use the pass, at a time.

Things to note:

  1. Don’t lose or throw away your Green Pass or White Pass as this can be recycled and will be updated with a QR code by the City Hall for control purposes. The new and updated passes will then be brought to the respective barangay halls starting on June 26.
  2. The barangay and the policemen will work together for the distribution of the new or updated QR passes. There should only be one pass per household.
  3. The City Government also planned to control the number of people going out through scheduling. Further announcements will be made.
  4. The City Government may also prohibit all Cebu City residents in going out except the Authorized Persons Outside Residence (APOR).

The law enforcers manning the checkpoints of every barangay will be monitoring the use of the QR passes.

“Stringent measures necessary to contain COVID-19”, says Mayor Labella

Deputy Chief Implementer for the Visayas Melquiades Feliciano said Department of Interior and Local Government (DILG) Secretary Eduardo Año directed the cancellation of the quarantine passes issued by the Cebu City Government, noting that the situation in Manila when it was under ECQ was much stricter than in Cebu.

Feliciano made the pronouncement in a press conference, Wednesday, June 24, 2020 with some of the officials of the Inter-Agency Task Force (IATF) including DENR Secretary Roy Cimatu.

Feliciano attributed the stringent implementation of ECQ regulations in Manila for the decline of COVID-19 cases.

New quarantine passes

The issuance of new quarantine passes will be further threshed out in another coordination meeting scheduled for today but the mayor said it will follow a rigorous process to ensure there would only be one per household.

Secretary Cimatu said that barangay officials will identify the households in their jurisdiction and distribution will be done in coordination with members of the PNP.

Strict regulations in the use of the pass will also be enforced, stressing those who are not among essential workers would only be allowed to go out to buy basic needs like food and medicine.

Follow health protocols

Urging Cebu City residents to follow the minimum health protocols of wearing masks, practicing physical distancing, and such good sanitation practices as regularly washing hands, Mayor Edgar Labella said Cebu City can’t afford to be under ECQ for long.

The City Government will do its best to provide assistance to families severely impacted by the ECQ declaration but it can’t be forever, Labella added.

According to the mayor, the City Council recently approved the supplemental budget of P500 million in relief assistance to residents.

Secretary Cimatu was tasked by President Rodrigo Duterte to join in Cebu City’s fight continuous against COVID-19.

He said that the challenge for the IATF team assisting the COVID-19 response in Cebu City will be to immediately contain and lengthen the doubling time of the spread of the infection.

Mayor Labella said the immediate implementation of stringent measures is necessary to achieve this objective.

“Antos lang ta dyotay. We have to sacrifice as this is for all of us. Let’s follow the protocols. If you don’t have anything important to do, stay at home,”

Secretary Cimatu said his challenge to local leaders during a coordination meeting before the press conference was to help them achieve the goal of lowering the number of COVID-19 cases.

“If the barangay lockdowns are successful, mapabilis natin ang pagbaba ng cases, and I’m very optimistic. If there is dramatic improvement, I will recommend reclassification (from ECQ to GCQ),”

In the meeting with officials of Cebu City and Cebu Province as well as regional directors of the PNP and AFP, Cimatu said he was glad to hear that the situation was improving.

Secretary Cimatu said that other policies in relation to ECQ implementation will also be discussed in another coordination meeting tomorrow. Today’s briefing discussed the organizational set-up and structure of the COVID-19 task forces in Cebu City and Cebu Province.

The mayor was also asked by Cimatu to account for all locally stranded individuals (LSIs) in Cebu City who wish to return to their hometowns. This would enable the City to start quarantine proceedings before sending them on their way.

Another request of Cimatu was for the Department of Health Region 7 to reconcile COVID-19 figures with the barangays.
