NOTES from DOH-7:
*As per DOH-7, the additional deaths in the report are not due to the overnight spike in deaths but due to more accurate data collection and validating efforts. Not all of those deaths occurred today but occurred more than a week ago.
Reports maybe subject to change as these claims undergo thorough validation by the local healthcare offices and health personnel.
Three Private Motor Vehicle Inspection Centers (PMVIC) have finally opened and are ready to serve the Cebuanos in the cities of Mandaue and Danao.
Rocket Cargo and Pink Gorilla office opened their international standard modern facility in three Cebu branches which can accommodate 200 vehicles per day. The processing time for each vehicle is only 30 minutes more than the normal vehicle registration.
These centers are just 3 of the 8 that is expected to open in Cebu.
So what exactly are PMVICs?
PMVICs are essentially the Department of Transportation’s Motor Vehicle Inspection Centers (MVICs) privatized through an authorization committee within the agency.
These centers will allow the Land Transportation Office (LTO) to closely scrutinize the road worthiness of all vehicles for a safer travel/drive and a big help to the environment as well when it comes to emission controls.
PMVIC Tests
Both 2- and 4-wheeled private vehicles
Lights and windows
Stabilizers/bushings
Engine brackets
Fluid leakages (if any)
Alignment (sideslip test)
Brakes (roller brake test)
Lights (headlight test)
Emissions (within parameters)
Note: Based on Memorandum Circular 2018-2158, rev Memorandum Circular 2019-09
It was clarified though that emission centers will continue their services catering to large vehicles and trucks.
With around a million vehicles running in Central Visayas, a one stop thorough inspection, if implemented well, would greatly benefit us on saved time and of course saved lives by eliminating road-unworthy vehicles.

It’s a wrap! The annual celebration of Cebu’s Sinulog Festival concluded on January 17, 2021.
With the theme “A New Life in Faith, Hope, and Love”, this year’s Sinulog Festival was far different from the previous years primarily due to the ongoing COVID-19 pandemic. Waterfront township development Mandani Bay welcomes 2021 with a celebration of art and culture as it hosts Creativity and World-class Vision, a painting exhibition by Cebu’s acclaimed abstract painter, Dennis “Sio” Montera, and Sinulog sa Mandani, a tribute to Sr. Sto. Niño and a showcase of Cebuano arts and festivities.
Exclusively commissioned to do the paintings of Mandani Bay Suites, the development’s first two towers, Sio highlights in his exhibit the Mandani Bay collection which will be on display at the Mandani Bay Show Gallery from January 14 to January 31, 2021.
The pieces, which went through an in-depth screening and approval process, are also featured in Mandani Bay’s 2021 calendar as a testament of Cebuano artist’s competence and a celebration of world-class vision and creativity.
Faith, mortality, distress, isolation, leadership, family, travel, adaptation, identity, changing social strata, and overall perseverance are among the abstract concepts of life that motivated Sio Montera in the expression of his art. These are all evidenced on the acuity, richness and relevance of the notions in the varied abstract pieces in the collection. For Sio, it is such a liberating experience to productively finish the pieces amidst the generally felt pandemic scare, anxiety and uncertainty.
Creativity and world-class vision, as an art exhibition, is Sio’s perspective in seeing with hope and positivity the other facet of one’s continued existence in today’s world. Aside from the Mandani Bay collection, Sio also displayed some of his personal works available for public display and selling.
Following strict implementation of health protocols, Mandani Bay will also host on January 16 the Sinulog sa Mandani, a by-invitation only open house event which will be followed by a showcase of Cebuano festivities and Sinulog-themed dances. The event will cap-off with a grand fireworks display.
About Sio Montera
Dennis Montera (born 1972, Cebu City), also better known as ‘Sio’ in the art community, is an acclaimed visual artist with significant exposure in various international and national exhibitions. The central subject of his body of work is the abstraction of intimate experiences and insights, seeking to capture the essence of unpremeditated form with skillful randomness and aesthetic judgment. The artist’s collection represents different chapters of his life journey visualized through his love affair with the non-figurative expression, each phase of his form and context gestured through a manipulation of material, tool, and technique.
Sio Montera obtained his Bachelor in Fine Arts and Master in Fine Arts degrees as a painting major scholar from the University of the Philippines. He also obtained a Ph.D. in 2019 from the Creative Industries Design from National Cheng Kung University in Taiwan. Currently, he is a full professor at the College of Communication, Art, and Design in the University of the Philippines Cebu where he teaches courses in Art History and Art Theory, Painting Techniques, and Studio Arts Thesis.
