LOOK: The new, modern Pasil-Suba Fish Market in Cebu City

In case you missed it, the Pasil Fish Market officially reopened to marketgoers at midnight on August 29, 2020 after three months of closure due to the outbreak of COVID-19 disease in the nearby settlements and for the edifice’s renovation.

The City government spent around P4.9 million to improve the Pasil Fish Market. It facilitated the replacement of the market’s old roof, made improvements on all of its fish stalls and cleaned some of the surrounding areas.

Market Administrator Ervin Cabales assured that all areas of the market are now well lit after the mayor ordered the lighting of Pasil Fish Market to ensure the safety of both vendors and marketgoers.

In May, the said market was closed to the public after the outbreak of Covid-19 in barangays Suba and Pasil.

Phase 2: Modern Boardwalk

By the looks of its construction, the new Pasil-Suba Fish Market is almost complete. The seawall in the area will be enhanced by adding a boardwalk.

Once completed, the new and modern Pasil-Suba Fish Market is eyed to attract more local and foreign tourists not just for seafood buys but also for the beautiful boardwalk with seafood restaurants and possibly souvenir shops.

The 2nd phase is expected to completed by first quarter of 2021.

SOCIAL DISTANCING PROTOCOLS

The public is advised to behave and observe proper health protocols when going to the Pasil Fish Market. Stalls are arranged with at least three meters distance each to ensure compliance with social distancing requirements.

According to Cabales, face masks will be required inside the market as well as quarantine passes.

He also assured that there are handwashing areas for regular disinfection, monitoring for social distancing, and other anti-COVID-19 measures.

He further added that a “one-entrance-one-exit” policy will be implemented to ensure the smooth movement of people in the area.

In a report from Cebu Daily News, the fish market is open from Mondays to Saturdays.  It will be closed for disinfection on Sundays.

PASIL FISH MARKET HISTORY

Pasil Fish Market was established in 1921 and deals primary in fresh fish sourced from the Visayan Sea, Samar Sea, Camotes Sea and Bohol Strait.

Originally, fish traders from Cebu, Bohol, and other Cebu municipalities were the main suppliers of fish in Pasil, aside from the fish caught by local fishers in the coastal barangays of Cebu City. With limited stocks, the market expanded to accommodate bigger fish traders from Mindanao and other parts of the Visayas who brought in tons of fish and other marine products via cargo trucks.

Since then, it has become the central hub for fish trading and the primary drop-off point for fish catch within Cebu and the neighboring islands. Many local traders from various municipal markets procure fish and other marine products in bulk in this market.

No wonder why it is said to be the largest marketplace for seafood in the Visayas region.

The market was originally part of Barangay Pasil, thus its name. After the city ordinance dividing the barangay into two was approved, it was determined that the market was situated within the boundaries of Barangay Suba. It was later renovated in the 80’s by Cebu City Mayor Tomas Osmeña who also negotiated with the Belgian government for the construction of a nearby fish port.

The Philippine National Police – Maritime Group (PNP MARIG) further upgraded its ability to respond to crimes with its recent acquisition of 22 units of High Speed Tactical Watercrafts (HSTW).

World-class, modern and durable, these watercrafts are proudly Pinoy-made with its Cebu-based manufacturer.

These HSTWs are made by Dynamic Power & Marine Industrial Hardware, Inc. (Dynacast Shipbuilding), a company located in Barangay Suba, Danao City, Cebu province. These acquisitions by the PNP is a proof that our local boat building industry is indeed capable of producing world-class products that can compete with other international providers.

Features of HSTW

Each HSTW consists of three engines (750 horsepower each), making it reliably stable even at speeds of around 87 kilometres per hour or 47 knots. Each watercraft also has a built-in 7.62 mm machine gun as well as automatic grenade launchers. Brig. Gen. Albert Ferro, the Police Regional Office (PRO) 7 director said that of these 22 HSTWs, 2 will be handed over to PRO 7.

Ferro mentioned that these HSTWs will be of great help in patrolling the waters around the province, highlighting the incursion of several Abu Sayyaf members in Bohol in the year 2017. That’s why Ferro emphasized that they are planning to work with local government units in order to purchase more HSTWs.  

He also mentioned that the rest of the units will be distributed by PNP to other regions in the country, taking pride in the fact that these HSTWs that are up for national distribution are Cebu-made, specifically, from Danao City.

Indeed, these recent products from Cebu are a proof that the province can compete with foreign providers of such watercrafts, and therefore, must be supported to boost the business and income of local providers and workers.

1. Dao Falls

This waterfall is a place of solitude with nothing but the sound of water hitting the basin and limestone walls towering on all sides that gives a feeling of security. The trek to the falls isn’t hard but it does require 30 minutes of wading through waters and going around boulders and rocks.

Exact Location: Brgy. Suba, Samboan, Cebu

Ride a bus from Cebu South Bus Terminal to Bato/Liloan via Barili or Samboan and remind the driver to drop you off at Dao Eskina. Travel time is around four hours by bus with a fare of less than P200.

From the highway or Dao Eskina, ride a tricycle or a motorcycle to the walking point. The fare is P20/person.

2. Aguinid Falls

Aguinid Falls is another famous waterfall in Samboan and is one of the most beautiful attractions in Cebu Island. This stunning 8-tier waterfall comes from the Tangbo River, which is calcium-rich and gives the falls its light green color.

Unfortunately, no one is allowed to explore all 8 levels and can only go up until the 5th or 6th levels, depending on the skill of the guides. Also, 2 guides are required to accompany groups for safety reasons.

The trek to the waterfalls is also quite the physical adventure because the trail to the waterfalls involves a lot of jumping, climbing ropes, and navigating through knee-deep waters.

The entrance fee to this waterfall is quite expensive with P300 but most of it goes to securing the safety of visitors. This fee already includes compulsory safety equipment such as wet shoes, helmets and life jackets. The payment for the 2 guides is already covered by the entrance fee.

Find your way to Cebu South Bus Terminal. From there, ride a bus bound for Samboan/Bato via Barili and remind the driver to drop you off at Aguinid Falls in Brgy. Tangbo. Look for a signage at a nearby basketball court or ask the locals for directions. From here, you can hire a habal-habal driver to take you to the registration area of Aguinid Falls. There is also a parking space for private vehicles at the registration area.

3. Ponong Lake

Although Samboan is famous as a waterfall town, it has non-waterfall wonders like the Ponong Lake.

Although called a lake, it is actually a lagoon that is made up of 90% sea water that comes from the nearby sea. Surrounding the lagoon are thick forests of mangrove and bakawan trees that also serve as habitats for some of the animals in the lagoon.

There are also fishes swimming around which can be fed with fish food with the permission of the guide. The guides can also take tourists and visitors for a cruise on their bamboo rafts while sharing some interesting facts about the lagoon. An exciting event that happens here is the arrival of the fireflies that light up the place as dusk arrives.

Find your way to the Cebu South Bus Terminal. From there, ride a bus bound for Bato/Oslob. Alight at Bato Terminal and ride a tricycle to Brgy. Poblacion, Samboan. Just inform the driver that you are headed to Ponong Lake.

4. Fantasy Lodge

Aside from breathtaking waterfalls, Samboan is also proud of this garden resort that tourists visit for its Kawa Bath – a hot bath in a big cauldron scented with herbs and flowers. 5. Museo de Samboan

The Museo de Samboan is a two-story museum in the center of town that is rich in history and displays relics and artifacts that date back to as long as before the Spanish Colonial Period.

The displays are not the only things with history because the building itself is also historically significant since it once served as a municipal jail before being converted into the old municipal hall.

It was then turned into the current museum after the construction of the new municipal hall beside it. Aside from historical objects, it also exhibits paintings of local artists in several galleries and wooden handicrafts by French exporter Fabrice Desvaux. It was inaugurated as a museum during the town’s fiesta in 2010.

6. Campanario de Antigua

Campanario de Antigua is one of many heritage structures scattered around Cebu. This particular structure was a double-purpose tower that acted as a watchtower and an alarm system to protect the place against Muslim raiders.

It was built in 1798 under the supervision of Fr. Toribio Gerzon. With the help of the University of San Carlos’ College of Architecture, the building was able to preserve its coral stone walls and terracotta roofs.

The Queen City is undergoing a major makeover with various million-peso projects under the Public-Private Partnership between the Cebu City Government and Saavedra-led company, Megawide. These projects aim to highlight the natural gifts and rich heritage that Cebu City possesses.

One of these projects is the construction of a Modernized Carbon Market that consists of improving multiple key areas near the Carbon vicinity that are envisioned to significantly impact the trade and tourism of the city. The new market will serve as Cebu’s Heritage District and will be composed of a restored Compania Maritama, an improved Freedom Park, and a modernized Carbon Market.

A BETTER MARKET FOR VENDORS

One of the modernization project’s objectives is to be able to help Carbon market vendors by constructing a new market building that will centralize trade of goods in a single space. The population of the Carbon Market consists of about 1,300 stall owners and at least 5,000 ambulant vendors who all depend on their goods for income.

“They (Megawide) are considering the number of these vendors day and night. In fact, they solicited data from us because they want to accommodate all the vendors. Wala’y ma-left out,” mentioned Matuguina, the city market administrator.

The plans for the project include the construction of a new market building for the ambulant vendors from both the day and night market that will become the center of trade in the new heritage district. Aside from that, there will also be parking areas and a “bagsakan” where all the goods will be delivered.

Although there were concerns about additional fees, Matuguina says that the fees they collect from the vendors will not change. The trade center would also help the farmers sell their produce at cheaper prices because the new arrangement wouldn’t involve any middlemen. 

CENTER FOR TRAVEL

The new heritage district also includes the construction of new transport and ferry terminals. There will be more convenient land transportation options as the terminal will contain buses that travel to both the Northern and the Southern parts of Cebu. Moreover, travel time to and from the Mactan Cebu International Airport (MCIA) will dramatically improve with a new ferry that will cut straight thru the Mactan Channel to the airport and back.

OTHER PLANS

The new district will also highlight the historical value of the Compania Maritima – an empty neoclassical shell facing the Mactan Channel – and the Freedom Park. There are many plans that have been mentioned and one of these plans is converting the empty building into a walk-in aviary or a museum with cafes.

Lastly, there will also be a new Sto. Niño statue standing at the center of a park which will symbolize the religious belief and festive spirit of the Cebuanos.

PROJECT UPDATES

January 11, 2021: The Cebu City Government finally signed a Joint Venture Agreement today with infrastructure conglomerate Megawide Construction Corp. for the phased redevelopment of the Carbon Public Market. The groundbreaking is planned to take place by late March this year.

Megawide plans to invest 5.5 billion pesos to undertake the first phase of the project.

P11.9 million road in Boljoon now open

The Poblacion-Dalayday-San Antonio road worth P11.9 million in Boljoon is now open to the public.

While the newly concreted part of this town is open, its improvement for the remaining 14-km road stretch is also underway.

During the town’s 414th founding anniversary on October 31, Governor Gwendolyn Garcia has led the groundbreaking of the P55.1 million road project.

The governor committed that the entire Poblacion-Dalayday-San Antonio road will be concreted next year, 2021.

To improve the 880 kilometers provincial road in the entire Cebu Province is one of Garcia’s priority projects. This is following the national standards of 6.1 meters in width and 9 inches in thickness.

Wilfredo Caminero, second district representative, expressed his gratitude and confidence to Garcia’s passion and dedication to serve the Cebuanos.

Jeepneys now allowed to operate in Cebu City

Finally, the Cebuanos’ clamor has been heard after eight long months.

Since the outbreak began in March, public transportation – including jeepneys – has been halted. And even though strict restrictions were lifted in August as the entire island of Cebu has been placed under MGCQ, while others already started to return to work, public utility jeepneys (PUVs) were still not allowed to operate.

On November 3, 2020, Cebu City Mayor Edgar Labella announced the good news that 1,355 jeepneys are now allowed to operate in 18 designated routes throughout Cebu City.

Mayor Edgar Labella issued Executive Order No. 102 establishing the Balik Pasada Program in line with the recommendations of the Cebu City Jeepney Task Force.

November 21, 2020: The City Task Force has already inspected 28 out of 61 jeepney units in the first day of the jeepney rollout as it returns operations in Cebu City. Of the 28, 19 jeepneys will begin plying. The following are the expected jeepney routes to start plying:

  • 06B – 4 units (Guadalupe – Capitol – Carbon)
  • 06C – 5 units (Guadalupe – B. Rodriguez – Carbon)
  • 04D – 5 units (Lahug (Plaza Housing) – Magallanes – Carbon)
  • 04C – 3 units (Lahug – Gen. Maxilom – Ramos – Carbon)
  • 04L – 2 units (Lahug (JY Square) – SM via Ayala)

More jeepney units will be inspected and allowed to operate in the next days.
