The Central Cebu Protected Landscape: Conservation and Sustainability Efforts

Cebu, known for its stunning beaches and vibrant city life, is also home to an ecological treasure–the Central Cebu Protected Landscape (CCPL).

Encompassing several critical forest reserves and national parks, this area plays a crucial role in sustaining biodiversity and securing water resources for the island. 

Established through Republic Act No. 9486 (2007), the CCPL is a testament to Cebu’s commitment to environmental conservation.

A Unified Conservation Effort

Before the passage of the CCPL Act, the region’s protected areas were fragmented into the Buhisan Watershed Forest Reserve, Mananga Watershed Forest Reserve, Sudlon National Park, Central Cebu National Park, and Kotkot-Lusaran Watershed Forest Reserve.

These areas span multiple cities and municipalities, including Cebu City, Talisay, Toledo, Danao, Minglanilla, Consolacion, Liloan, Compostela, and Balamban. The law brought these separate entities together, ensuring a unified approach to their protection and sustainable management.

Why CCPL Matters

CCPL’s significance extends beyond its picturesque landscapes. It serves as:

  • A Major Watershed – The protected landscape is a primary source of water for Metro Cebu, making its conservation vital for water security.
  • A Biodiversity Haven – Home to numerous species of flora and fauna, some of which are endemic to Cebu, the area protects irreplaceable ecological assets.
  • A Natural Barrier – The forests within CCPL help prevent flooding, soil erosion, and climate-related disasters by stabilizing the terrain.

Management and Protection Measures

The law established the Protected Area Management Board (PAMB), which has sole jurisdiction over the CCPL to ensure biodiversity conservation, watershed protection, and sustainable development. 

The Act also mandates the presence of a Protected Area Superintendent (PASu), responsible for day-to-day management and law enforcement within the landscape.

To maintain the integrity of CCPL, the law strictly prohibits the exploitation of nonrenewable resources within its boundaries.

However, renewable energy projects may be allowed under stringent environmental assessments, ensuring minimal ecological impact. 

Additionally, the Act halts the issuance of new resource exploitation permits until a comprehensive management plan is in place.

To support conservation efforts, the law established the Central Cebu Protected Landscape Fund, which collects revenues from eco-tourism activities and other authorized endeavors.  Strict penalties are imposed for violations, ensuring compliance with conservation laws and deterring illegal activities.

A History Rooted in Tradition

The story of Nuestra Señora de Regla traces back to 1735, when Fr. Francisco Avalle, an Augustinian monk, introduced the devotion to the people of Opon (now Lapu-Lapu City). 

Inspired by the Virgin of the Rule in Chipiona, Spain, he shared the image and its story, leading to the Virgin’s deep-rooted significance in the lives of the locals. 

Over time, she became the town’s patroness, with her feast day on November 21st celebrated for over 280 years.

A Pilgrim’s Destination

For many, the shrine is a place of deep spiritual connection. Devotees travel from different parts of the country to seek guidance, healing, and blessings. 

Stories of miracles attributed to the Birhen sa Regla have been passed down through generations, strengthening the devotion of those who believe.

While these miracles remain unverified, the faith of the people speaks louder than any evidence. 

Fr. Reynante Joseph Ga, the current parish priest, affirms that the shrine’s significance does not lie in proving miracles but in the unwavering devotion of its pilgrims.

Celebrating the Virgen de la Regla

Every year, November marks a grand celebration in honor of the Birhen sa Regla.

The festivities include a procession, novena Masses, and a maritime motorcade, where the image of the Virgin is brought out to sea as a symbolic act of blessing for the community.

Digitization, the key to efficiency and transparency, believed Attorney Regal Oliva. During our interview, she emphasized the importance of modernizing processes especially as she continues to lead the City Treasurer Office of Mandaue. Beyond financial governance, Attorney Oliva also championed inclusivity, advocating for women, children, the LGBTQ+ community, the Senior Citizens, single parents, and Persons with Disabilities (PWDs).

As she runs for being the Representative of Mandaue’s Lone District, more and more laws and policies that uplift communities, ensure economic resilience, and protect rights of the marginalized will be expected for the road ahead. “Cebu can expect a leader who listens, a servant who acts, and a changemaker who never backs down from a fight for justice and equality,” shared Oliva.

“We give all glory to God,” shared Michelle as we enjoyed a weekday afternoon coffee. Her journey, along with her family was something that anyone can find inspirational as it was a journey of transformation.

Although she initially ventured into the maritime industry, her path took a transformative turn when she, along with her husband Carlo, established local brands like Sebu Cha Café, Uncle Brew Philippines, and Everyday Coffee & Tea. Through these businesses, she has made significant contributions to the community: creating job opportunities for out-of-school youth and parents facing job market challenges, supporting local farmers by sourcing high-quality coffee beans directly and promoting sustainable practices, and collaborating with local manufacturers to spark mutual growth and success.

Navigating life in a world full of uncertainties, I’ve realized that I could at least be a small speck of hope for someone facing the struggles I once did.

With a strategic arm of governance, Karla Victoria Cortes serves as the voice of Mandaue in moving towards a city that speaks with one clear voice; a voice that resonates, informs, and empowers. Being a recipient of the Stevie Award proved that Karla, as the City Information Officer of Mandaue and formerly working as part of its Public Information Office, was able to improve and strengthen the local governance with international standards.

Public service and communication are two sides of the same coin—one cannot exist effectively without the other. 

From grassroots initiatives to fostering a culture of volunteerism, Karla ensures that each day, her team has a simple goal: make service second nature. 

Service was never a foreign concept to me; it was an instinct.

Her background in healthcare, PR, communications, and marketing all converged into one purpose: to serve, inform, and empower. As Karla pushes for an even dynamic Mandaue, she highlights the value of keeping an unwavering commitment to truth, transparency, and service, “Because at the end of the day, it’s never been about being seen—it’s about making sure the people in the communities are heard.”

A Changemaker in Cebu’s Media and Sports Landscape

With over 23 years of experience as a media practitioner, Logane Echavez became a key figure in shaping Cebu’s media landscape through her work at SunStar. Her journey from being an Account Executive to becoming the Head of Sales and Marketing set her with diverse skills that she used to contribute meaningfully to the industry and to the Cebuano community. 

One of her most impactful contributions has been her commitment to mentoring the next generation of media professionals. Through SunStar’s internship programs, Logane provided students with invaluable hands-on experience in media, sales, and marketing. Beyond that, she also is passionate about sports development as she leads the Sugbo Softball Association focusing on supporting the sport’s grassroots programs by providing essential gear and equipment to elementary and high school teams, and by organizing clinics, tournaments, and collaborations with other softball organizations. 

Being a Cebuana Changemaker is not just about what I do, it’s about who I uplift along the way. It’s about turning passion into action and inspiring others to believe that even small steps can create lasting change. She is not just a woman of influence, she is a woman of impact.

Looking ahead, Logane remains firm in her dedication to community growth and empowerment. In the realm of media, she plans to continue embodying innovation, mentoring young talents, and ensuring that platforms like SunStar serve as collaborative spaces for aspiring professionals. This led her to understand the importance of advocacy and establish a personal mission: to use his platform to uplift others once given the opportunity. With a decade of experience in the entertainment and content creation industry in Cebu, she takes pride in consistently aligning her work with her advocacy, setting a strong example for others to follow.

I always believe that the power of influence is not only determined by digits and engagements. Its strength is also defined and measured by knowing where you stand. 

As she looks to the future, Alem seems herself to be in constant growth and with increased community involvement. Her commitment to fostering positive change in Cebu remains steadfast, and she aims to expand her impact through various initiatives and collaborations, proving that Alem is not just an artist but a catalyst for meaningful change in the community.

A Superwoman Advocating for Anti-Violence Against Women and Children

Who needs Wonder Woman when Cebuanos have Dr. Aileen leading the charge against violence toward women and children? A true superwoman, she passionately advocates for Anti-Violence Against Women and Children (VAWC), dedicating her life to breaking the silence surrounding various forms of abuse and giving a voice to those who have suffered. Her impact transcends the confines of her profession, making her a formidable force in both the medical and legal arenas.

As an obstetrician-gynecologist (OBGYNE), Dr. Aileen not only meets the medical needs of her patients but also plays a pivotal role in supporting victims of violence. Her commitment extends beyond healthcare; she actively participates in the courtroom, where her presence serves as a powerful testament to her unwavering dedication to justice. By standing up for victims and sharing their stories, she sheds light on their experiences, challenging societal norms that often perpetuate silence and stigma.

I’ve heard and seen unspeakable things relating to women’s health and violence which became the reason why I have a strong inclination to keep my advocacy.  I want to empower women!

Now, Dr. Aileen is set to further revolutionize women’s health by launching her gyne-aesthetics clinic where she will be offering gynecological aesthetic services, helping to break the stigma surrounding women’s health issues. With her tireless efforts, Dr. Aileen continues to be a catalyst for change, inspiring others to join the fight for justice and empowerment in the lives of women and children in Cebu.

These women are not only breaking barriers in their own ways but also raising the voices of the marginalized and calling for a better future. Let us celebrate their success, and take a stand with them by volunteering with local organizations, shopping at women-owned businesses, and raising our voices to speak for change. Cebu’s Concert Wish List: Artists We Can’t Wait to See Live at the SM Seaside Arena!

Music enjoyers and concert goers, save as much as you can because your faves might just have another Cebu stop!

With a rich fandom culture in the Philippines, it is no wonder that local and international artists love to perform here.

Sooner or later, the bright colors and fandom chants will not just fill the stadiums in Manila and Bulacan–Cebu will finally pride itself with SM Seaside Arena.

The grand entertainment arena is projected to have a maximum seating capacity of 16,000 when it opens in late 2025 or early 2026.

With this large venue, Cebuanos will get to enjoy future performances from pop stars to iconic bands.

Here are our best guesses (or wishes) of the artists and groups we want to see in the arena!

Missing Filemon

Our top pick would have to be the legendary Cebuano rock band–none other than Missing Filemon. The band has been a vibrant part of the music scene since its founding in 2002. 

Known for their unique sound and compelling lyrics, Missing Filemon gained significant recognition when they won a FAMAS Award for Best Theme Song for their contribution to the 2007 film “Confessional.”

Their contribution to Filipino rock music has attracted thousands of supporters of different ages across the country, so the arena will surely be packed!

Oh! Caraga

Next on our list is the Vispop band, Oh! Caraga. Hailing from the Caraga region, the band has captured the hearts of many with their heartfelt music and unique sound. 

With hit songs like “Ipanumpa Ko,” “Way Sukod,” “Ayaw Nag Hilak,” “Wa Gyuy Nagdahom,” “Andam Na Ko,” “Promis Mobalik Ko,” and “Ulipon,” Oh! Caraga has made a significant mark in the music scene.

Given their impressive track record and emotional connection to their roots, it would be a dream come true for fans once they could perform at the arena.

Cup of Joe

Outside Visayas, other bands also deserve a spotlight in Cebu! That includes Cup of Joe, which has made a name for itself since its formation in November 2018. 

Since its inception, the Baguio-based pop/rock band has captivated audiences with its unique blend of pop music. In 2023, they even topped Spotify Philippines’ Daily Top OPM Groups chart and Billboard Philippines.

A concert at the arena would provide the perfect backdrop for their energetic performances and allow them to connect with their growing fanbase in the Cebu and the Visayas region.

Ben&Ben

When we speak of legends in the OPM scene, who could ever forget Ben&Ben? The Filipino indie folk-pop band, initially called The Benjamins, expanded into a full ensemble in 2017.

Ben&Ben’s music is known for its anthemic quality and emotional depth, often exploring themes of loss, heartbreak, and self-love–a favorite among Cebuano fans.

Because of their solid fanbase in Cebu, they often visit us for gigs and benefit concerts. The SM Seaside Arena might just be a step further in the celebration of music!

Bini

Guess who is the Nation’s Girl Group championed not only the hearts of its Filipino fans but also the global platform? This PPOP group is the one and only Bini!

The sensational Filipino girl group blends contemporary pop with traditional Filipino elements, featuring high-energy performances and catchy melodies.
