The Land Transportation Office (LTO) temporarily suspended their issuance of student-driver permit on July 1.
LTO Chief Edgar Galvante said on his live interview that the applicants for student-driver permits are now required to take a 15-hour theoretical driving course. This course will start on August 3 following the Memorandum Circular 2019-2175.
The aforementioned program was initially set to begin in April, but has been postponed to August due to the pandemic.
“By August 3, applicants are required to undergo a theoretical session that’s why the driving schools, as well as the LTO, already have a setup where they could enroll,”

The theoretical driving course will have three sessions. This will go hand-in-hand with a practical driving course which will tackle topics such as:
- Introduction to driving
- Road and traffic rules
- Land transportation laws
- LTO core applications (driver’s licensing system, vehicle registration, and law enforcement and ticketing systems)

I applied for a prof drivers licence application last march (2nd week) but was delayed because LTO SM seaside city had no test cars. Then the lockdown came (march15) so i wasn’t able to finish my application. My SP expired last May 8. What is my case here? Does my SP had an extension? Another burden of payment.
