LIST: Top Elected Officials of Cebu 2025

New names, same job descriptions, new tactics and strategies to lead Cebu…

After a highly anticipated and action-packed midterm election season, Cebu now welcomes a fresh batch of elected officials who will lead the province and its major cities until 2028. From surprise upsets to electoral returns, the results show a shift in public opinion, and for many, a hope for change.

So what can we expect in the next few years under their leadership?

Cebu Provincial Government

Governor: Pamela “Pam” Baricuatro (PDP-Laban)

Pam Baricuatro’s win against veteran Governor Gwen Garcia wasn’t just a political upset—it was a statement. Known for her heart-on-the-ground kind of leadership, Pam brings with her years of hands-on work through the Simply Share Foundation, a nonprofit she founded that fights hunger and helps feed kids in the Visayas. She’s also been vocal about pushing for transparency in government spending. On top of that, she’s focused on boosting support for farmers and improving healthcare across the province, two things that really hit close to home for many Cebuanos.

Vice Governor: Glenn Soco (1Cebu)

Glenn Soco is back at the Capitol, bringing with him his signature mix of business savvy and public service. As the founder of Coffee Dream, he helped put local coffee on the map while also supporting homegrown farmers. But he’s not just about business, he’s long been involved in community work, from educational drives to disaster response efforts. He’s also pushing for transparency in government, advocating for systems that let the public easily access how budgets are being used. Balik serbisyo na pud si Glenn, and this time, he’s got even bigger plans for the province.

Cebu City

Mayor: Nestor Archival Sr. (BOPK)

Nestor Archival Sr. is taking over Cebu City Hall with a vision rooted in sustainability and innovation. Known for his green advocacy, Archival built the iconic Archival Eco-House, a solar-powered, self-sufficient home that’s become a blueprint for eco-friendly living. During his time as a councilor, he earned national recognition as one of the Ten Most Outstanding Councilors of the Philippines, proving he walks the talk in public service. He’s also big on health and wellness, openly sharing his own journey toward a healthier lifestyle. With Archival now leading the city, expect greener, cleaner, and more mindful governance ahead.

Vice Mayor: Tomas Osmeña (BOPK)

Tomas Osmeña is back in the game, and if there’s one thing Cebuanos know about him, it’s that he always delivers big. His most iconic legacy? The South Road Properties (SRP), a massive 300-hectare reclamation project that transformed Cebu City’s economic landscape. But beyond infrastructure, Osmeña is known for his direct, no-frills approach to public service. He’s one of the few local officials who connected with constituents on social media and even gave out his personal mobile number (yes, really) so people could reach him directly. From pushing for 24/7 access to the city’s public library to acting on citizen feedback, Osmeña has always kept the people at the heart of his governance.

Mandaue City

Mayor: Thadeo Jovito “Jonkie” Ouano (LAKAS)

Jonkie Ouano is stepping up to lead Mandaue City, carrying on his family’s political legacy with a clear focus on unity and progress. He’s hands-on when it comes to community engagement, often seen joining local events and connecting with residents to understand their needs. When it comes to city development, Jonkie pushes for better infrastructure that can boost economic growth and improve everyday life for Mandaueños. He’s also big on empowering the youth, backing programs that encourage young people to get involved in governance and community service, building a stronger, more active generation for the future.

Vice Mayor: Glenn Bercede (LAKAS)

Glenn Bercede is bringing his steady hand and commitment to fair governance in Mandaue City. As the city council presiding officer, he’s known for keeping things balanced, especially with a council made up of different political groups, making sure decisions are fair and inclusive. When disaster strikes, Glenn steps up, like when he helped coordinate relief efforts for fire victims in Sitio Paradise, Barangay Looc. Beyond crisis management, he’s also behind community projects focused on making life better for everyday Mandaueños, showing that he’s all about serving the people.

Lapu-Lapu City

Mayor: Cindi King-Chan (PFP)

Cindi King-Chan takes the mayor’s seat bringing her solid experience in tourism and public service to the forefront. She’s been a big player in promoting Lapu-Lapu City as a top global destination, putting the spotlight on local events that attract visitors from near and far. On the healthcare front, she’s pushing for a dialysis center at the city hospital that will offer free treatment to indigent patients, talk about real community care. Plus, she’s all about speeding up infrastructure development with plans to set up a dedicated Lapu-Lapu City District Engineering Office, making sure public works get done faster and better for the city’s progress.

Vice Mayor: Celsi Sitoy (PFP)

Celsi Sitoy steps into the vice mayor role with a clear focus on making legislation work for the people and improving community welfare. He’s all about pushing ordinances that drive Lapu-Lapu City’s growth and development forward. On top of that, he stays connected with constituents, listening to their concerns and promoting a government that’s open and inclusive. Education is close to his heart too; he focuses on programs that open up more opportunities for the city’s youth to learn and thrive.

Cebu’s new set of leaders brings a mix of fresh perspectives and seasoned experience, which is good for us Sugboanons. And, as they go on their respective terms, we can anticipate initiatives focused on transparency, infrastructure development, healthcare, community engagement, and even educational progress.

What to Expect at SM Seaside Arena in Cebu City

Cebu, hapit najud mahuman ang SM Seaside Arena!!!

Estimated to be completed by the end of 2025, the SM Seaside Arena will be one of the biggest indoor arenas in our very own Queen City of the South! It is the highly anticipated establishment that many are waiting for.

So what exactly can we expect from this upcoming space?

Built with Cebu in mind

The SM Seaside Arena is located inside South Coast City, a joint development of SM Prime and Ayala Land, just beside the iconic SM Seaside City Cebu. It’s super accessible thanks to the Cebu-Cordova Link Expressway (CCLEX), so whether you’re from the city or coming from Mactan, getting there won’t be a hassle.

Also, its 16,000 seats makes it the biggest indoor arena in the Visayas and Mindanao. Yes, even bigger than most Metro Manila venues. Whether you’re a Swiftie waiting for that international tour to land here or a basketball fan dreaming of seeing PBA games live, this arena will finally make those dreams possible within our city.

The arena isn’t just a concert or sporting event venue as it is a multipurpose space for everything, from expos to large conventions such as international ComicCons, Marvel expos, and even mobile or technology expos. The best part is, there is already a lineup for when the arena opens such as the FIVB Women’s Volleyball Nations League in 2026 and 2027, and it’s even being proposed as one of the venues for the FIFA Women’s Futsal World Cup in 2025.

Connected to Everything You Need

The arena is part of a bigger ecosystem. Right next to it, the SMX Convention Center Cebu is also under construction which is a huge 3-level facility perfect for expos, weddings, and major corporate events. And to make everything easier, a Sky Bridge is being built to connect the arena directly to the SM Seaside Mall.

So yes, you can literally watch a concert, grab milk tea at the mall, and head back out without getting in your car.

The Growth of Cebu City

The SM Seaside Arena isn’t just another building, it’s a sign of growth. A sign that Cebu is ready to host the world. And honestly, it’s about time. No more flying to Manila just to watch your favorite artists or attend massive events. With this arena, we are taking center stage. So, Sugboanons, stay tuned for more updates as the opening gets closer.

Gwen Garcia Fights Back: Files Protest Over Cebu Gubernatorial Results

Just when we thought the election period’s over…

Cebu’s political scene is becoming more intense as last June 3, 2025, the outgoing Governor Gwendolyn “Gwen” Garcia filed an electoral protest with the Commission on Elections (COMELEC), contesting the results of the May 12 gubernatorial race.

Garcia is challenging the victory of governor-elect Pamela “Pam” Baricuatro, citing alleged irregularities in over 4,100 clustered precincts across the province.

Garcia vs. Baricuatro

An electoral protest is a process that allows a losing candidate to contest the results of a recent election. Garcia claims that technical and software issues led to votes intended for her being credited to Baricuatro. She emphasized that this move is “a sign of good faith” to the mayors and constituents of Cebu, asserting that the election results did not reflect the “honest will of the people.”

Baricuatro, who secured over 1.1 million votes compared to Garcia’s approximate 800,000, has yet to issue a personal statement. However, her legal counsel, Atty. Edmund Lao, expressed surprise at the protest, stating they have not received an official copy.

What do you think?

The filing of the protest received varied reactions online wherein some supported the movement while others questioned her claims. As the COMELEC reviews the protest, the political situation in Cebu remains. Many are watching how this development will influence the province’s governance and political dynamics.

Dalaguete is considered as “Cebu’s Vegetable Basket,” so it has the same kind of vibe to Baguio; therefore, you can expect that you’ll be welcomed by tons of rolling hills, foggy mornings, and that satisfying view of the Tañon Strait once you reach the summit.

From the jump-off point, expect a 15–20-minute hike—a bit of an uphill walk, but still very doable even for beginners. Just make sure to wear proper shoes or sandals with good grip and don’t forget to bring water.

Best time to go? Either early in the morning for sunrise or late afternoon for sunset. Trust us, sunrise sa Osmeña Peak hits different with the misty air, golden light, and that calm surrounding nga murag wala kay problema sa kalibutan. Sunsets are just as breathtaking, especially when the sky’s clear and glowing.

And if you want to make the experience even more meaningful, talk to the local guides! Many of them grew up around the mountain and have amazing stories about the place, the culture, and even legends tied to the peak. It’s more than just a view; it’s a full experience filled with nature, peace, and people’s stories.

For those longing for a night under the stars sa peak, then you can also camp overnight or near the jump-off area. Some locals rent tents or offer homestays. And if you’re still feeling adventurous, you can even head to Kandungaw Peak or visit the flower farms nearby.

Whether you’re in it for the cardio, the peace and quiet, or that priceless view sa taas, Osmeña Peak is definitely a must-visit. Perfect for barkada hikes, soul-searching solo trips, or even a sweet date for outdoorsy couples. So unsa pa’y gihuwat nimo, Sugboanon? Let’s go sa Osmeña Peak!

DOH Raises Alarm: 500% More HIV Cases Among 15–25 Year Olds in PH

Let’s talk about it, because silence isn’t safety…

Photo from Pexels

The Department of Health (DOH) has recently raised alarm bells after revealing that there is a 500% increase in HIV cases in the Philippines among individuals aged 15 to 25 over the past decade. What was once a whispered concern is now a full-blown crisis, especially among the younger Filipino population. The numbers may be shocking, but they’re also a wake-up call: it’s time we start talking, loudly, openly, and without judgment.

The Numbers from HIV/AIDS Surveillance Report:

  • First Quarter of 2025: 5,101 new cases logged
  • Daily: 57 cases on average
  • Nationwide: 148,831 cases from 1984 to March 2025
  • Youngest diagnosed: A 12 year old from Palawan

According to the DOH, most new HIV infections are now happening among the youth. Factors such as misinformation, lack of access to testing, unprotected sex, and stigma contribute heavily to the rise. And while the virus itself is manageable with early detection and treatment, the social silence and stigma surrounding it continue to be the real killers.

“Ang maganda, magkaroon tayo ng public health emergency, national emergency for HIV dahil magtutulong-tulong ang buong lipunan… The whole of society, the whole of government can help us in this campaign na mapababa ng new cases of HIV,”

Health Secretary Teodoro Herbosa

Pride Month: A Time to Celebrate and Educate

Photo from Pexels

It’s Pride Month, and while it’s a time to honor love, identity, and equality, it’s also the perfect opportunity to spark important conversations about health, awareness, and protection—especially when it comes to HIV.

HIV doesn’t discriminate. It’s not a “gay disease,” nor is it a punishment. It’s a virus that can affect anyone, regardless of gender, sexuality, or background. That said, members of the LGBTQIA+ community remain more vulnerable due to systemic barriers, stigma, and a lack of access to proper sex education. This makes Pride not just a celebration, but also a platform to spread facts, break taboos, and push for safer, more inclusive spaces.

Photo from Pexels

The alarming 500% increase in HIV cases among Filipinos aged 15 to 25 is a wake-up call. It signals the urgent need for earlier, honest, and shame-free education on sex, consent, and health within families, schools, and communities. Access to protection like condoms and PrEP (pre-exposure prophylaxis) is available. Testing is free. Help exists, you just need to know where to look.

And maybe, just maybe, the increase in reported cases also shows progress: that more people are coming forward, getting tested, and becoming aware. That’s a step in the right direction, and something worth being proud of this Pride Month.

To find the nearest HIV testing center, you can visit https://loveyourself.ph, a trusted community-based advocacy that offers free testing and support across the country.

Love Yourself celebration in Cebu

This isn’t just a health issue, it’s a call for compassion, education, and change. Let’s protect our youth not just from the virus, but from the silence and shame that allow it to spread. Celebrate Pride, get tested, educate others, and always, love safely.

BLACKPINK’s Lisa Is Dropping a Tell-All Documentary—and It’s All About the Real Her

We’ve seen her slay the stage in stadiums all over the world, but what’s life like for Lalisa Manobal when the lights are off?

BLACKPINK’s Lisa is getting her own documentary, and it’s giving us a deeper look at the girl behind the global fame. From her humble beginnings in Thailand to becoming a K-pop icon, Lisa’s upcoming film promises raw, real, and offstage moments.

From the Stage to the Real World

The documentary was officially announced on May 29, 2025, during Sony Music Vision’s first-ever Content Showcase in Los Angeles. It’s being made under Lisa’s own company, LLOUD, together with RCA Records, Tremolo Productions, and Salt Water Productions. Sony Music Vision will handle distribution, so you already know it’s going to be big.

Leading this project is Korean-American filmmaker Sue Kim, the brains behind The Last of the Sea Women and Netflix’s The Speed Cubers. She’s also worked on Apple TV+’s K-pop docuseries; so yeah, Lisa’s in good hands.

This has been such an incredible year and I’m so lucky to have the opportunity to capture these special moments on film and share the experience with my fans

Just a Normal Girl (Who Happens to Be Global)

Lisa has always said she’s just a normal girl from Thailand, and that’s exactly the energy the documentary is bringing. The film follows her for an entire year, capturing her life as she stepped into her solo era. From music-making to soul-searching, we’ll get to see her creative side and the not-so-glam parts of being an international artist.

According to Sony, the project will give fans “an in-depth look at the artist’s groundbreaking career and creative vision outside of BLACKPINK.” Director Sue Kim also hinted that the film will zoom in on Lisa’s life away from the spotlight.

This might be the most personal she’s ever gotten—and we can’t wait to support her for it. So, stay tuned for updates on the documentary, Sugboanons!
