PAL Opens Cabin Travel for Small Dogs

Imagine boarding a flight to your favorite island getaway, this time with your furry best friend right under the seat in front of you. Philippine Airlines is making that possible with FurPAL, a new program that allows small dogs to fly in the cabin on select domestic routes.

Philippine Airlines has launched FurPAL, a new program allowing passengers to bring small dogs in-cabin on select domestic flights starting November 12, 2025. The one-way base fare for bringing a pet onboard is P2,500.

Eligible Routes and Dog Requirements

For now, FurPAL is available only on flights to and from Caticlan (Boracay), Tagbilaran (Bohol), and Siargao. PAL clarified that only small dogs are allowed, no cats or other pets. Dogs must be at least 12 weeks old, fully weaned, and must weigh 10 kg or less including the carrier.

Carrier Standards and Onboard Rules

Each passenger may bring one dog, with a maximum of three dogs on A321 CEO/A320 aircraft and two on Q400 flights. Pets must stay inside a soft-sided, leak-proof carrier with a maximum size of 17” x 11” x 9.5”, placed under the seat throughout the flight. Buying an extra seat for pets is not allowed.

Booking and Required Documents

To book, passengers must select “FurPAL” under the Travel Boost page when purchasing flights. Required documents include a FurPAL Waiver, Veterinary Health Certificate, Anti-Rabies Vaccination Certificate, and a Shipping Permit from the Bureau of Animal Industry.
