The Civil Service Commission has introduced a new wellness leave allowing government employees up to five days each year to take time off for health and well-being. The measure is part of wider national efforts to strengthen mental health support in workplaces.
Purpose of The Leave

The wellness leave is designed to help employees manage stress, recover from fatigue, and maintain overall health. It covers a range of activities, including mental health care, rest, and physical wellness.
Who Can Apply?

All government officials and employees, whether permanent, contractual, substitute, coterminous, or casual, are qualified to file for the leave. The policy applies to all offices and government instrumentalities across the country.
How Does The Leave Work?

Employees may use up to three consecutive days or distribute the five days separately throughout the year. The leave cannot be carried over to the next year and cannot be converted to cash. It is completely separate from vacation and sick leave.
Application Process
Requests follow the same procedure as other leave types. A supervisor’s recommendation and approval from the agency head are required. Filing must be done at least five days ahead, except in emergencies, when employees may file upon returning to work.
Protection of Privacy

Information related to mental health reasons is treated as confidential under the Data Privacy Act of 2012. Agencies are required to ensure that sensitive details remain protected.
Legal Basis And Alignment
The wellness leave supports the Mental Health Act and aligns with earlier directives from labor and health agencies emphasizing mental health as a core component of workplace programs.
Recent workplace reports show Filipino workers experiencing some of the highest stress levels in Southeast Asia, driven by long hours and demanding routines. The new policy aims to address these challenges by promoting healthier, more sustainable work practices.
