Complaints Over Human Waste Disposal Raise Health Concerns in Colon and Carbon

What was supposed to be an ordinary afternoon commute quickly turned into a disturbing experience for one Cebuana in downtown Cebu City. Along one of the busiest streets in Colon and Carbon, a foul smell and an unexpected roadside incident left many online users shocked after the story spread on social media. 

The incident has triggered concerns not only about sanitation but also about the treatment of workers inside some establishments. According to posts shared online by Cebuana Arra Shaine Estrera, the situation may have been happening for years in some areas of downtown Cebu.

A Disturbing Scene Along the Roadside

According to Estrera’s social media post, she and her younger siblings were waiting for a ride near Magallanes Street when a worker from a nearby establishment politely asked them to move away. Moments later, the worker allegedly poured two large buckets containing what appeared to be urine onto the roadside where commuters usually stand and pass by.

Estrera described the smell as extremely strong and disturbing. Based on her account, one bucket was nearly full while another was partially filled. She later learned from conversations in the area that some workers allegedly relieve themselves in containers because they are reportedly not allowed to use comfort rooms inside certain establishments.

Workers Allegedly Denied Restroom Access

The online post quickly gained attention after Estrera claimed the situation was not isolated. She said she had heard of similar practices in Colon and Carbon as early as her college years between 2013 and 2017. At the time, she believed some stores simply had no access to proper comfort rooms, but recent experiences raised deeper concerns.

According to Estrera, some establishments allegedly have toilets inside their buildings but reportedly restrict workers from using them. Because of this, employees allegedly resort to using containers during work hours before disposing of the waste outside later in the day. The claims sparked discussions online regarding sanitation, worker dignity, and public health risks in crowded areas of Cebu City.

Cebu City Hall Orders Investigation

Following the viral reports, Cebu City Mayor Nestor Archival ordered an immediate investigation and sanitary survey covering Colon Street, Magallanes Street, and the Carbon Market area. According to Cebu City Hall, the City Health Department, together with the Business Permit and Licensing Office and the Cebu City Environment and Natural Resources Office, has been tasked to verify the reports and assess conditions in the area.

Authorities will inspect both public and private comfort rooms, including their cleanliness, accessibility, water supply, and waste disposal systems. Workers, vendors, and business owners are also expected to be interviewed to determine whether restroom facilities are adequate and accessible for employees.

During a press conference, Archival confirmed receiving information that some establishments allegedly do not allow employees to use comfort rooms. The mayor said authorities are now trying to determine why such practices allegedly happen and whether businesses may have violated sanitation and labor-related regulations.

Possible Sanctions and Health Risks

According to the Cebu City Government, the City Legal Office has also been directed to study possible sanctions against establishments that fail to provide proper restroom access or violate sanitation rules. Cebu City Hall warned that improper disposal of human waste could worsen drainage problems and contribute to flooding during heavy rains.

Officials stressed that the issue goes beyond unpleasant odors in public spaces. Colon and Carbon remain among Cebu City’s busiest commercial areas where thousands of commuters, vendors, workers, and customers pass daily. Concerns have also been raised about possible health risks caused by improper waste disposal in crowded public areas.

Longstanding Sanitation Problems in Downtown Cebu

Sanitation concerns in Colon and Carbon are not entirely new. For years, residents and commuters have complained about foul odors, clogged drainage systems, and waste disposal problems in parts of downtown Cebu. Flooding during heavy rains has also continued to affect several areas, creating additional public health concerns.

The recent reports, however, placed attention on a possible connection between workplace conditions and sanitation problems in public spaces. With investigations now underway, many Cebuanos are hoping stricter enforcement and proper facilities can help improve both worker welfare and cleanliness in one of the city’s busiest districts.
