Cebu Allows LGBTQ+ Partners to Make Medical Decisions

Cebu Governor Pamela Baricuatro signed Executive Order No. 29 establishing the “Right to Care” program during the province’s Pride Month kickoff on June 1. The policy allows patients in provincial and district hospitals to designate a care partner regardless of gender identity or relationship status. These designated individuals may accompany patients, receive authorized medical updates, act as emergency contacts, and participate in care discussions when permitted. The program applies across all health facilities under the Cebu provincial government.

Expanded Support Beyond Hospital Settings

The policy extends beyond hospital care and includes access to social welfare services, emergency response coordination, and psychosocial support programs. A registry system will be created to formally recognize designated care partners, supported by identification cards or certification documents. Implementation guidelines covering registration, revocation, confidentiality, and data protection are expected within 60 days. Provincial offices will coordinate with health facilities and local government units to ensure proper rollout.

Non-Discrimination Safeguards and Legal Limits
